Research On The Standard Construction Of Rural Grassroots Party Organizations In Liuan City Driven By Effective Governancee

The Fourth Plenary Session of the 19 th CPC Central Committee pointed out that innovating the rural social governance mechanism is the key to achieving the goal of rural grassroots governance by building a new grassroots governance pattern.The main implementers of effective governance are rural grassroots party organizations,and the realization of their standards and norms will directly affect the completion of rural governance goals.It is of great significance to discuss the construction of standards and norms for rural grassroots party organizations driven by effective governance.This paper takes the city of Lu’an in Anhui Province as an example to study the standardization and standardization of rural grassroots parties in the context of efficient governance building based on the "integration of three governance" in effective autonomy,rule of law and moral governance."The study is based on the investigation of the issue of effective autonomy,rule of law,and moral governance in governance,and the clarification of the path of standardized normative construction.Specifically,we first analyze the problem indicators of standard norm construction under the effective drive of governance;on this basis,we conduct in-depth investigation and analysis of the existing problems through questionnaires and descriptive statistical analysis;finally,we propose corresponding improvement measures.In view of the current problem of standardized construction of rural grassroots party organizations,after research,The following improvements are proposed: the effective drive autonomy aspect,in view of the problems existing in the construction of the standards and norms of serving the people at the village level,such as the weakening of the consciousness of the purpose of serving the people and the instrictness of the work style of the village cadres,we should improve the service mode and build the service platform from the aspects of standardization,the service mechanism should be improved and service evaluation should be improved.on the effective driving of the rule of law,firstly,there are some problems in the standard and standard construction of the village party construction work,such as the dissatisfaction of the villagers with the core role played by the leaders of the village party branch,etc.,we should increase the frequency and intensity of activities in standardization,and strengthen the education and training of village cadres in standardization Second,there are some problems in the standardization of supervision and management of village cadres,such as unclear supervision and management of the work responsibilities of the village party branch and the village committee,etc.,from the standardization aspect formulates the village party branch and the village committee work duty list.in the aspect of the effective drive of the rule of virtue,there are some problems in the standard construction of the work of village affairs,such as the undemocratic decision-making of the village party branch on the important matters of the whole village,and the supervision of the village cadres should be strengthened from the aspect of standardization,from the standardization of village affairs to improve the form of decision-making.
