| In the past ten years of the new era,the prison administration has made great progress.The 20 th National Congress of the CPC has proposed to deepen the comprehensive remold of the judicial system,thus the prison administration has entered a new stage of development.As a national penal institution,the prison must make full use of supervision,education,culture,labor and other ways to remold the prisoners.In this process,punishment is not the only way to remold,but more important is to implement effective incentives to let the prisoners to remold spontaneously and proactively.Therefore,to implement effective incentives to remold prisoners and transform prisoners into law-abiding good citizens is an important subject that must be studied in the new period of prison management.Taking W Prison in Shandong Province as an example,combining the two-factor theory,Maslow’s hierarchy of needs theory and expectation theory,using theoretical analysis,literature research and field research,this paper analyzes the basic status quo of the remold incentives in the aspects of supervision remold,education remold,cultural remold and labor remold of this prison.W Prison initially established the remold incentive mechanism for prisoners,and carried out supervision remold incentive that combined positive and negative incentives,education remold incentive that combined ideological and political and literacy,cultural remold incentive that combined artistic performances and book corners,and labor remold incentive that combined labor remuneration and reward in kind.However,with the change of times,the increasing attention of all sectors of society to prison work and the importance of the prisoners’ families to the reform effect of prisoners,the traditional incentive ways cannot be applied.In addition,the work system of the incentives of W prison remold is not perfect,the work input is not enough,the prisoners’ thoughts are hidden,the operation cost and management funds are limited and other reasons,the remold incentives of the prison has limitations,single forms of activities,insufficient attraction and other problems.This paper draws on the management practice of prison system in some other provinces,summarizes advanced experience,and puts forward a series of optimization countermeasures and suggestions from four aspects: fine system management,implementation of personalized measures,integration of multiple resources and deepening of power reform.It provides reference for W prison to establish an incentive mechanism with perfect supervision and reform system,rich content of education and reform,novel form of cultural reform,and increased reward of labor reform,so as to comprehensively stimulate prisoners’ enthusiasm for reform.This study also has great significance for promoting the improvement of theoretical research results of the incentives for the reform of prisoners,the safe and stable development of prison,and the long-term development of our judicial administration cause. |
