Study On The Functions Of Local Goverment In The Development Of Rural Tourism

During over thirty years' development and research,domestic rural tourism had a certain theoretical system,and it has made fruitful achievement on the conception of rural tourism,the supply of public reproduction,putting the government into full play,etc.The academia has reached a consensus on the positive role that the rural tourism has facilitated the development of rural economy,strengthened urban and rural economy and cultural communication,optimized the industrial structure in rural areas,and promoted the transfer of rural surplus labors.But the government seldom combined its transformation,or researched the underdeveloped county rural tourism in plain areas.The author selects the underdeveloped Puyang County in North China Plain as the object,and comprehensively uses the new public management theory,the theory of public product supply,the theory of developmental stage in tourist area,and government transformation theory.Through analyzing the current situation of rural tourism in Puyang County,orientating county government's function on the different development stages of rural tourism,the author designed the government's function at the primary stage of rural tourism,and explored the implement of the government's function in developing the rural tourism.Through studying this thesis,the author presented that the county governments respectively undertook the main duties of plan guidance,development,the establishment of regulations and systems,management normalization and service coordination at the different development stages of rural tourism.The main duties at the primary stage of rural tourism are as follows: the government should plan the development of intra-regional rural tourism resources,guide its development direction,create a development model of the rural tourism,carry out the duties on the government-oriented tourism product supply in rural areas.The government should guide the potential developers in intra-regional rural tourism,foster the rural tourism markets,lead people to develop rural tourism activities,propagandize the advantages of intra-regional rural tourism resources outside,and attract the capital injection of the rural tourism development.The followings are the main tasks at the development stage : the government should make rules and regulations for tourism market,standardize the management of travel companies,tourists,government sectors,and rural tourism industry associations in rural tourism activities.The government should also eliminate unfair competition,exercise its regulation and guiding roles during the market failure period,and build a good natural,humanistic,systematic environment for rural tourism development through carrying out and implementing polices,industry norms,rules and regulations.At the mature stage,through the administrative means of loans,revenues,examines and approves,the government should mainly guide and drive the mergers and reorganization of rural tourism businesses,offer high-quality and high-efficient public service production,achieve the economic development of rural tourism,enable people to become rich,beautify the environment,and inherit our culture.
