Research On The Problem Of Inter-ethnic Nested Community Governance And Countermeasures In Hulunbuir City

Community is the cornerstone of a country,and community governance is the most basic element of social governance,which can serve as a link between the state,society and individuals.How to achieve good community governance is a realistic and theoretical problem,and it is also the "last mile" to realize the modernization of China’s governance system and governance capacity.Ethnic nested communities contain multi-ethnic residents,and good governance of ethnic nested communities is of great significance to the harmonious coexistence of all ethnic groups in China,maintaining the overall situation of ethnic unity and stability,and promoting the common prosperity and development of all ethnic groups.The ethnic nested community studied in this paper refers to a community in which two or more ethnic groups live together in the same area and form an interlocking community in the living space,in which residents with different ethnic attributes can promote interaction,exchange and integration among ethnic groups and form a mutually inclusive social relationship.Through governance theory and analysis of four communities in Hulunbeier City as case studies,the current inter-embedded ethnic communities in Hulunbeier City have the following common features in governance: first,the organizational leadership of the community reflects the leadership of the Party,and the Party building leads community governance;second,the community service function strives to meet the needs of each ethnic group and reflects ethnic equality;third,the construction of a mutually embedded community spiritual and cultural environment.Through analysis,the current realistic problems faced in the governance of ethnic intermingled communities mainly include firstly,residents of various ethnic minorities tend to form relatively closed circles,secondly,the interaction and intermingling of various ethnic groups is not deep enough,thirdly,the construction of the spiritual and cultural environment of intermingled communities is not perfect,fourthly,the community infrastructure is not fully functional and has insufficient facilities,fifthly,the autonomy capacity of ethnic intermingled communities is insufficient,sixthly,ethnic intermingled community service programs cannot fully meet the needs of residents of all ethnic groups,and seven,the level of governance of ethnic inter-embedded communities is limited according to the law.The reasons for these problems are,first,the insufficient function of community party organizations,second,the insufficient function of community self-government,third,the unstable team of community workers,fourth,the single main body of community governance,fifth,the unsound construction of comprehensive community governance system,and sixth,the low participation of minority residents in community governance.This paper takes four ethnically embedded communities in Hulunbeier City as research samples,focuses on the operation of ethnically embedded communities,and explores the current situation,problems and causes of governance of ethnically embedded communities under the perspective and premise of party building,and at the same time,based on the actual work of the communities,proposes four governance paths to strengthen and improve the construction of community party organizations themselves,promote party building to lead self-governance,enhance community service capacity,and integrate ethnic unity and progress into grassroots governance to better build ethnically embedded communities that serve the people.
