Non-decision-making Control Ability:Research On The Selection Mechanism Of Grassroots Government Response Behavior

Government response is a prerequisite for good governance,it belongs to the basic attributes and intrinsic values of modern government,and it is an important part of Chinese-style modernization.Government response means the use and feedback of public power,and it is a process of two-way interaction between the government and the public.The demands and expectations of the public require the government to respond and deal with them.Why is there still a lack of effective interaction between villagers and the government,and between villagers and the collective,even when policies that are closely related to the interests of villagers hurt the interests of farmers,and the grassroots government and village cadres can even ignore or ignore related demands? For a certain period of time,why did the grassroots government take the initiative to accept inquiries and actively seek interaction,so as to respond to the demands of the people in a timely manner? What kind of theoretical propositions are hidden behind the practical problems?Why do governments choose different types of response modes at different stages,what mechanism determines them,what are the corresponding response modes under different conditions,and what are the characteristics and effectiveness of various response modes?The article presents the case details of the political logic of the centralized ranking system,compares the logical differences between whether to implement the centralized ranking system,and constructs an explanatory framework for the adjustment of grassroots government response behavior.Starting from the perspective of the government’s response subject,it then explores the influencing factors of non-decision-making control capabilities,summarizes the guidelines for grass-roots government response behaviors under different non-decision-making control capabilities,and finally constructs a response behavior selection mechanism influenced by grass-roots government non-decision-making control capabilities.The research shows that the response behavior of the grassroots government presents the characteristics of dynamic adjustment,and the non-decision-making control ability of the grassroots government affects the response behavior selection mechanism.The response behavior of the grassroots government depends on the power status of the responding subject.Agenda setting is the power source and specific manifestation of the power game.The implementation of the new system limits the means of displaying non-decision-making control capabilities.Bottom-up mass supervision and the influence of internal and external environmental autonomous space.Grass-roots governments are constrained by the political structure,political system,and political space of the external environment,as well as the personal pursuits,responsibility cognitions,and rational choices of internal officials.Together,the response behavior of grass-roots governments has always followed the principle of avoiding risks that are out of balance between powers and responsibilities,and the cost of benefit calculation.The income principle and the principle of smoothing out the rules of conduct for the principle of stress decomposition.According to the response speed,response intensity,and response content of the grassroots government’s response behavior,by comparing the preconditions and post-results such as the target motivation and response effectiveness of the grassroots government’s response behavior,the grassroots government and cadres choose when the non-decision-making control ability is strong.The response mode of indifference and ignorance,the response behavior of procedural reply when the non-decision control ability is strong,the moderate negotiation response mode when the non-decision control ability is moderate,and the transactional communication response behavior when the non-decision control ability is weak,The multidimensional comparison of the response characteristics,response effectiveness and response dilemmas presented by different types of response behaviors shows that there are great differences.To sum up,the influencing factors of non-decision-making control ability,the behavioral norms of grass-roots government and the response types corresponding to non-decision-making control ability constitute the response behavior selection mechanism of grass-roots government.
