A Critical Discourse Analysis Of Open Government Data Policies From The Perspective Of Social Justice

The open government data policy is an important standard to measure the extent of a country’s open data promotion.As a part of the public policy,the discourse system in the open government data policy reflects the public objectives that the policy is intended to achieve,which is conducive to promoting the implementation of the policy and continuing to promote public services.On the basis of previous studies,this paper studies the open government data policies of China,the US,the UK and India through discourse analysis:(1)Based on organizational justice theory,this paper builds a critical discourse analysis framework for open government data policies,selects the open government data policies with node significance in each country,generates a policy text corpus,and analyzes the key words and word clusters of the text dimension;then codes from the discourse practice dimension to analyze the coherence and intertextuality of political discourse in various countries;finally,the impact of policy discourse on the fair order of open practice is discussed in combination with the social practice dimension.(2)According to the research results,the discursive construction of social justice in the open government data policies has undergone a gradual development from the equality of rights in the legal principle and value orientation at the economic level to the universal fairness in the sociological sense,intertwined with different focus on distributive,procedural and information and justice.The policy discourses also show certain differences in terms of coherence and intertextuality,which in turn contribute to the trend of equalization,value maximization and conflict in the open government data practice.(3)According to the discourse changes of the open government data policy,this paper proposes strategies to improve the open government data policy from the perspective of fairness,such as building a policy system,establishing core policies,and formulating system planning,in order to clarify the future policy optimization path for government,so as to promote the formation of our open government data policy system.
