| At present,with the continuous growth of China’s population,the structure of the population has gradually changed,and the phenomenon of social aging has become very serious.The elderly pension is facing the pressure of economy,health,medical care,spiritual sustenance and other aspects,and urgently needs the support of social diversity.The shortage of institutional pension resources and the weakening of family pension functions have made home-based pension an important way to solve China’s pension problems.In order to effectively solve the current pension problem of the elderly in China,the government needs to play a corresponding mediation role in this process,and the purchase of pension services by the government has become an important support to promote home-based pension.At present,the purchase of home-based elderly care services in Dalian is in the exploration stage,and the development is relatively immature,and there are still many problems.Based on this background,this study is mainly to explore the problems in the process of purchasing home-based elderly care services by the Dalian Municipal Government on the basis of the existing theoretical research on the purchase of home-based elderly care services by the government.Therefore,based on the existing literature,this paper grasps the relevant knowledge and theory of the government’s purchase of home-based elderly care services.Taking Dalian as an example,using the literature analysis method,investigation and analysis method,and combining with the current situation of the government’s purchase of home-based elderly care services in Dalian,this paper discusses the content,mode and working mechanism of the current government’s purchase of home-based elderly care services,and clarifies the achievements of its current purchase of home-based elderly care services,Through the investigation and research on the basic situation of the elderly,the demand and supply of home-based elderly care services,and the evaluation of the elderly on home-based elderly care services,the problems existing in the purchase of home-based elderly care services by the Dalian Municipal Government are explored,and the reasons are analyzed in depth.Then through the summary and reference of the experience of other domestic city governments in purchasing home-based elderly care services,the enlightenment can be obtained,which can provide reference for the Dalian municipal government to purchase home-based elderly care services,so as to better improve the supply level of the Dalian municipal government’s home-based elderly care services.On this basis,in view of the existing problems and in combination with the actual development of the elderly care in Dalian,a targeted government purchase elderly care service model is formulated to better promote the implementation of the Dalian government purchase home-based elderly care service model,further promote the socialized development of elderly care services,and constantly meet the needs of diversified elderly care servicesThe results show that at present,the purchase of home-based elderly care services by Dalian Municipal Government mainly includes the following problems: insufficient supply of home-based elderly care services,lack of purchase funds,inadequate role of laws and regulations and government functions,imperfect supervision and evaluation mechanism,lack of professional service supply,and weak sense of participation of the elderly;It is mainly caused by the asymmetric information held by the supply and demand sides,the single investment subject,the imperfect legal and institutional system,the lack of professional service evaluation system,the lack of integrity of the development of the elderly care service undertaking organization,and the lack of awareness of the elderly on home-based elderly care services.Therefore,in order to further improve the quality of home-based elderly care services for the elderly in Dalian,the government should strengthen the purchase and management of home-based elderly care services,fully understand the demand for elderly care,and improve the supply quality of the purchase of elderly care services;Increase government investment and broaden the channel of funds;Improve the legal and regulatory system for purchasing home-based elderly care services;Promote the professional development of service undertaking organizations;Improve the awareness and participation of home-based elderly care services for the elderly;At the same time,improve the evaluation and supervision mechanism for purchasing home-based elderly care services to improve the performance of home-based elderly care services. |
