Research On Exit And Entry Administration Of Seaport Border Control Authorities

Seaport is an important foundation for the development of export-oriented economy,and its customs clearance environment is related to economic development and social stability.With the acceleration of China’s opening to the outside world and the continuous growth of port scale,it is necessary to strengthen the research on the entry-exit management of seaports and further create a more convenient,efficient and safe port customs clearance environment.Based on the theories of new public management and service-oriented government,this paper first introduces the basic situation of the port management of Nantong border control,and analyzes the development process and achievements of the port management mode of Nantong.Then,with the help of questionnaire,the author finds out four problems existing in the entry and exit management of Nantong seaport,that is,the ease of customs clearance is not high,the port safety management has blind areas,the extensive supervision mode of entry-exit ship,the participation of multiple forces in the management is not high,and analyzes the root causes of these problems in detail.During this period,I drew lessons from the experience and inspiration of other countries and regions in entry and exit management,and put forward countermeasures from four aspects: simplifying entry and exit procedures,strengthening the application of scientific and technological supervision means,implementing risk assessment management,and promoting multi-party cooperation.The study in this paper,through case analysis of Exit and Entry Administration of port,can supplement relevant domestic case studies,form general experience,promote the reform of Exit and Entry Administration mode of Nantong port,and also have reference significance for other port border control authorities in China.
