General Secretary Xi Jinping pointed out in the report at the 19 th National Congress that the principal contradiction of our society has been transformed into the contradiction between the people’s growing demand for a better life and the unbalanced and insufficient development.In the higher education sector,the contradiction between the people’s growing demand for better higher education and the unbalanced and insufficient development of higher education is relatively prominent.In the process of Reform and Opening up,in particular in the past two decades,China’s higher education has developed very rapidly and improved steadily in terms of scale,structure and quality.However,currently,the problem of unbalanced and insufficient development of higher education is still serious,and besets many provinces(cities and autonomous regions),especially those in the central and western regions.Only a few provinces have high-level development of higher education,such as Beijing,Shanghai and Tianjin,while the underdeveloped provinces can hardly meet people’s desire for a better higher education.Therefore,it is important to study the specific situation of unbalanced and insufficient development of higher education in China,analyze the causes,and propose the countermeasures.This thesis has five chapters.Chapter one is the introduction,which introduced the background,research status,and the significance,research approach and methodology of this research.Chapter two is a theoretical discussion,which mainly discussed from two perspectives: first,the basic concepts,i.e.,the definition of the concept of unbalanced and insufficient development of higher education and other related concepts;second,the theoretical basis of this research,such as principal contradiction facing Chinese society in a new era,the concept of new development in the new era and the law of diminishing marginal effects.In Chapter three,Unbalanced development in the third chapter is our country’s higher education evaluation index measure analysis,mainly from the principle of index system building,index building,weight method,statistical measurement methods and statistical results five aspects of the empirical analysis,it is concluded that the our country higher education scale,structure,quality measure result of imbalance,for analyzing problems and proposes countermeasures to lay the foundation.In Chapter four,the status and causes of unbalanced and insufficient development of higher education in China were explained from three respects of higher education development,namely scale,structure and quality.In Chapter five,the countermeasures to solve the problem of unbalanced and insufficient development of higher education in China were proposed.Suggestions were given from three aspects,namely,enhancing the scale of higher education based on the situation of the province(city or autonomous region),continuously optimizing the structure of higher education of the provinces(cities and autonomous regions),and promoting the overall level of China’s higher education.
