With the construction of a national central city and the practical needs of high-quality economic development in the Yellow River Basin,Zhengzhou has accelerated industrial upgrading and technological innovation and transformation,and the demand for talents,especially high-level talents,has become increasingly urgent.Attract more and more domestic and foreign high-level talents and high-tech projects to release vitality in Zhengzhou,and make high-level talents an important intellectual support to promote the transformation and upgrading of Zhengzhou’s economy.It has become an important force for the construction of government talents at the current stage.In 2017,Zhengzhou City formulated the "Zhengzhou Talent Project" and achieved good results,providing strong talent support for Zhengzhou City.In 2020,in order to further accelerate the construction of a high-level talent team in Zhengzhou,the "Yellow River Talent Plan" was formulated on the basis of the talent policy in 2017.But it needs to be clear that compared with some economically developed cities,Zhengzhou has not achieved remarkable results in the construction of high-level talents.In this context,the problems existing in the construction of high-level talent team in Zhengzhou are studied and analyzed,and the countermeasures and suggestions for optimizing the construction of high-level talent team in Zhengzhou are put forward from the perspective of human resources management,which not only enriches the application and practice of related theories of human resources management,At the same time,it provides a certain reference for the construction of high-level talent team in Zhengzhou.This paper is divided into six parts: The first part,review and review the relevant research literature on talent team construction at home and abroad,and introduce the research content and research methods of this paper.The second part is the definition and theoretical analysis of related concepts.It defines the concepts of high-level talents and talent team building,and takes human resource management theory and new public service theory as the theoretical basis to clarify its theoretical essentials.The third part analyzes the current situation of the construction of high-level talent team and the achievements.From the aspects of talent introduction,talent training,talent management,and talent service guarantee measures,the high-level talent policy texts of Zhengzhou in recent years are reviewed in detail,and the achievements of Zhengzhou in the construction of high-level talent teams are stated.The fourth part,the problems and reasons of Zhengzhou City’s high-level talent team construction.The analysis finds that there are problems in the construction of high-level talent team in Zhengzhou: insufficient total talent and unreasonable structure;slow talent introduction and cultivation;low talent management level and insufficient talent service guarantee.In view of the existing problems,the main reasons for the problems in the construction of high-level talent teams in Zhengzhou are found through in-depth analysis,including: unscientific organizational planning;unclear organizational responsibilities;imperfect talent policy system;imperfect supervision and management mechanism;To solve the problem,this paper proposes countermeasures to solve the construction of high-level talent team in Zhengzhou by scientifically planning policy objectives,clarifying the division of responsibilities,improving the talent policy system,and improving the assessment mechanism and supervision mechanism.The sixth part,conclusion and outlook.Through the analysis of the problems found and the reasons for the existence of the problems,the targeted improvement countermeasures and suggestions are put forward,so as to provide suggestions for the construction of high-level talents in Zhengzhou.
