Education is in a fundamental,strategic and leading position in the modernization drive,and it is one of the most concerned,direct and realistic interests of the people.The most important resource of education is teachers,and the construction of teachers’ team plays a key role in improving the quality of education.The "Opinions on Comprehensively Deepening the Reform of Teacher Team Construction in the New Era" and "China’s Education Modernization 2035" promulgated by the Central Committee of the Communist Party of China and the State Council proposed that to build a professional and high-quality teaching team,it is necessary to increase the overall allocation of teachers and cross-regional adjustment.Effectively solve the structural,phased and regional shortage of teachers.District B of Chongqing vigorously implements the strategy of revitalizing the district through science and education and strengthening the district with talents,and urgently needs high-quality and balanced educational resources to promote the high-quality development of regional education.In recent years,the street where the L primary school in District B is located has become a rapidly developing new urban area,and the L primary school,which has the representative characteristics of the primary school in District B,is also experiencing the "pain" of the transformation of schools in the new urban development zone,that is,the allocation of teachers’ resources still exists in the structure of the teaching staff.There are problems such as multi-dimensional imbalance,strong willingness of young teachers to outflow,teachers’ welfare needs to be improved,and teacher training efforts need to be strengthened.Therefore,it is necessary and urgent to carry out research on the allocation of teachers’ resources in L primary schools in District B.Based on this,this paper takes the teacher resource allocation of L primary school in District B as the research object,adopts the literature research method to sort out the domestic and foreign literature on teacher resource allocation,clarifies the core concepts such as compulsory education,teacher resource allocation,and balanced allocation of teachers,and draws lessons from education.Equity theory,human capital theory,public product theory,using questionnaire survey and interview methods to investigate and analyze the current situation of teacher resource allocation in L primary school in area B,find the existing problems and reasons,and on this basis,propose to optimize teacher resources in L primary school in area B Suggested countermeasures for configuration.This article is divided into 6 chapters.Chapter 1 expounds the research background,clarifies the research significance,reviews the research on the basis of sorting out domestic and foreign literature,and proposes research ideas,main contents,main methods and innovations.Chapter 2 defines the three core concepts of compulsory education,teacher resource allocation,and teacher balance allocation,sorts out educational equity theory,human capital theory,and public goods theory,and analyzes the applicability of these theories in this research.Chapter 3 briefly explains the basic situation of the research object,focuses on analyzing the current situation of teacher resource allocation in L primary school,and summarizes its basic practices and effects.Chapter 4 uses questionnaires and in-depth interviews to collect data and carry out descriptive statistics.From the statistical results,it finds problems in the current L primary school teacher resource allocation and analyzes the reasons.Chapter 5 puts forward targeted countermeasures and suggestions according to the problems and reasons found.Chapter 6 draws conclusions based on the previous research,finds deficiencies in the research process and results,and proposes how to improve them.The main findings of this study are as follows:(1)At present,there are problems such as multi-dimensional imbalance in the structure of teachers in L primary school in District B,strong willingness of young teachers to outflow,expectations for teacher welfare benefits,and teacher training efforts to be strengthened.(2)The simplification of teacher recruitment and promotion channels,the unsound talent stability and use mechanism,the limited investment of local government teachers’ funds,and the imperfect teacher training and assessment system are the main reasons for the problems in the allocation of teacher resources in L primary schools in District B.(3)Optimizing the structure of the teaching staff,strengthening the construction of the stable work of teachers,strengthening the investment of education funds,and strengthening the construction of the teaching staff are effective ways to solve the problem of teacher resource allocation in the L primary school in District B. |
