Research On The Implementation Status And Countermeasures Of Teacher Exchange Rotation In Compulsory Education Stage In City Y

Teacher exchange rotation is an important way to promote the balanced development of compulsory education.The government has introduced a series of policy documents taking teacher exchange rotation as a development strategy to promote educational equity.Local governments and education departments formulate relevant policies based on regional characteristics to ensure the orderly operation of teacher exchange and rotation system.This work intends to explore the operating status of the teacher exchange rotation system in city Y.Problems in policy establishing and operation was revealed.Suggestions also proposed in this work,which helps to improve the balanced development of education.By using questionnaire and interview,310 teachers,principals and regional education administrators in city Y were investigated.The results indicate that city Y has obtained some achievements in the teacher exchange rotation.A series of measures have played a positive role in promoting the exchange of teachers’ post rotation: Providing practical experience to perfect policy norms;Inspiring teacher’s vitality and promoting teacher’s professional development;Filling teacher’s vacancies and realizing the dynamic balance of teachers;Enrich teacher-training models of school.While major problems still exist: The exchange policy is not fully implemented.Initiative in exchange rotation is lacking.The safeguard measures of exchange rotation are inadequate.The supervision and evaluation mechanism are not perfect.All of these problems dissipate the feasible ability of post rotation to some extent,which affects the implementation effect of teacher exchange rotate on system.Several suggestions based on the analysis of the actuality and problems are proposed as follows: Coordinate county resources and improve the management mechanism;Enhance the awareness of participation and strengthen publicity;Optimize safeguard measures and promote work implementation;Establish a multi-dimensional evaluation mechanism to promote effective exchanges.
