| With the continuous development of knowledge economy,people pay more and more attention to information in social production activities.The development of university information disclosure is not only the promotion of the world trend,but also the historical necessity of the continuous advancement of democracy and legal system in China.The measures for Higher Education Information Disclosure of Institutions of Higher Learning issued on April 6,2010 and The List of Matters Disclosure of Higher Education information issued on July 29,2014 by the Ministry of Education of the People’s Republic of china.They are the main freedom of information policies in the field of education in China,which have been implemented for 10 years.At present,colleges and universities in China can organize the disclosure of college information on the official website according to the disclosure items required by the List of Information Disclosure items of Colleges and universities,but the quality level of the disclosure content varies greatly.The United Kingdom and the United States have rich experience in information disclosure and university information disclosure for China’s reference.This study combs the status quo and implementation of information disclosure policies in Chinese and foreign universities,and carries out comparative analysis respectively:In the policy status part,based on Smith’s policy implementation process model,the implementation elements in the model are refined,and the information disclosure status of universities in China,Britain and the United States is sorted out from four dimensions of policy basis,relevant institutions,target groups and policy content.The author holds that the lack of policy legislation,the lack of supporting policy guidelines,the lack of flexibility of policy dynamic adjustment mechanism,and the lack of initiative and creativity of implementing agencies hinder the implementation of information disclosure policies.The policy implementation is presented in the form of case analysis.First,the deviation between the information disclosure policies and practices of Chinese universities is analyzed by taking Tsinghua University in China as an example.Then,the information disclosure situation of a high-level university in the UK and the US is compared to analyze the differences in the openness depth and breadth between China and the UK and the US.Combining the comparison results of the above two parts,from the perspective of creating a good policy implementation environment and improving policy tools,the macro and specific policy suggestions are combined to put forward policy suggestions for the information disclosure of colleges and universities in China. |
