| The "High-level Key Talents Program for Ethnic Minorities"(hereinafter referred to as the"TPEM" Plan)is a preferential ethnic education policy adopted by the state against the background of unbalanced educational development in our country and the urgent need for high-level talents in ethnic minority areas.It aims to provide talent support and intellectual support for the political,economic and cultural development of ethnic areas through special targeted training programs,and is a major measure to implement the party’s ethnic policy and promote poverty alleviation through science and education.This policy reflects the country’s political philosophy of promoting education fairness and common development of all ethnic groups for common prosperity.Education policy is the result of value selection,and the process and effectiveness of policy implementation will take time to verify.The "TPEM" Plan has been implemented for more than ten years.Therefore,clarifying the development of the policy,analyzing and comparing the similarities and differences between this policy and similar policies in other countries,and discovering deviations in policy implementation will help to further improve and optimize the policy and revise the policy implementation process.This has certain practical significance for the country to further adjust and optimize policies,improve teaching management in colleges and universities,improve students’ learning adaptation level and the quality of talent training.This study focuses on the learning adaptability of postgraduate students in the "TPEM"Plan,using the literature research method and survey research method.The paper is specifically divided into four parts:In the first part,based on literature research,it is found that educational equity is a basic indicator to measure a country’s civilization.As a compensatory equity policy for poor areas,the "High-level Key Talents Program for Ethnic Minorities" has recruited more than 200,000 students.The effectiveness of the policy reflects the country’s determination to build a well-off society in an all-round way and promote the second centenary goal.However,in the new historical period,how to further optimize the"TPEM" Plan policy and improve the quality of talent training is an important issue that needs attention.The second part is the theoretical foundation and policy research.This part clarifies the core concepts and theoretical foundations,and mainly compares and analyzes the implementation process of the "TPEM Plan",and selects similar preferential policies in the United States,Britain,Australia,India and other countries for comparative analysis,which not only respond to the current doubts about the the "TPEM Plan",but also provide inspiration and reference for further optimization of the policy.In the third part,the empirical study was conducted using questionnaire and interview method.Based on the questionnaire survey,in order to further understand the learning adaptability of the students in the program and their problems,in-depth interviews were conducted with 15 students from different grades and disciplines in the program.It was found that the postgraduate students in the program had low levels of motivation,teaching mode,learning ability and attitude,learning environment,and self-perception and psychological aspects are not high,i.e.,the learning adaptability of this group of students needs to be improved.Based on this,the paper further explored the reasons that affect the learning adaptability from three aspects,including predisposing factors,self-induced factors and institutional factors.The fourth part,based on the comparison of similar policies and the survey on the learning adaptability of students who benefited from the"TPEM Plan",this thesis proposes an optimization strategy to improve the quality of students who benefited from the "TPEM Plan" training based on the problems in policy implementation,talent cultivation and individual efforts. |
