| High-level talents are an important resource for the development of local universities.Universities in Guizhou are located in the underdeveloped areas of the central and western regions,which cannot provide corresponding incentives and guarantees for talents like the surrounding urban universities with good economic levels,and the current high-level talent competition in colleges and universities presents a state of "disorderly competition",which makes many high-level talents in the region lose to other places.The outflow of these talents has brought certain losses to local colleges and universities,and the current development of education science and technology in Guizhou Province has also been hindered.The disorderly battle for talents eventually led to the phenomenon of "importing and losing high-level talents in Guizhou universities",resulting in waste of talent resources and aggravating the imbalance in the development of regional universities,resulting in the relatively slow development of Guizhou universities.For local universities and local governments gradually realized the importance of high-level talents.It can be seen that the improvement of the stability mechanism for high-level talents in Guizhou has accumulated great urgency of the times and the inevitability of local development.Through the interview method and questionnaire method,this paper clarifies the internal logic of high-level talents and high-level talent mechanism,and discusses the role of high-level talent stability mechanism in introducing,using and retaining talents.By analyzing the current practices and practices of the high-level talent stabilization mechanism,this paper finds that the insufficient investment of local governments in Guizhou Province,the insufficient attractiveness of universities,the preference of "heavy titles,light disciplines" in society,the limited role of incentive policies for high-level talents in colleges and universities,the fewer academic exchanges and training opportunities provided by local universities,and the low scientific research platform are the main problems leading to the imperfect stability mechanism of high-level talents in colleges and universities.Combined with the actual investigation situation,a comprehensive analysis of the existing problems shows that the reasons for the problems are the differences between regional economic development levels,investment levels,insufficient policy implementation,the policy of "emphasizing introduction,emphasizing incentives and guarantees",the planning and pertinence of talent introduction to be improved,and the traditional evaluation system inhibiting innovation.In view of the above research,by comparing the practice of high-level talent stability mechanism in domestic universities and the practice of high-level talent stability mechanism in foreign universities,and then combined with the existing development experience,policy suggestions at the level of health factors are put forward,including increasing policy and financial support,improving the attractiveness of universities,and changing the social orientation of emphasizing titles over disciplines.Policy suggestions at the level of incentive factors include introducing talent incentive policies with Guizhou characteristics,creating high-quality scientific research platforms,and increasing training exchanges and academic conference opportunities;So as to ensure that the high-level talents of local colleges and universities in Guizhou can be "introduced,used,retained and driven". |
