Modernization of school governance is necessarily required in the modernization of national governance,and similarly,the comprehensive promotion of school governance by law is also needed in the modernization of school governance.In recent years,the importance of governing schools by law has been demonstrated in several policies.Under this background,the disciplinary educational has come back into the public as a legal educational tool for school management by law.At present,many problems with the implementation of disciplinary education has been seen,mainly in the diverse perceptions of governing bodies and the inadequacy of governance mechanism,which are reflected in the challenges of teachers brought by the complicated educational background,differences in students’ perspectives led by different growing environments,the different communication effects between school-family influenced by different family environments,the impractical school guidance,the unfairness of implementation of disciplinary education,the shortness of perfect monitoring and evaluating mechanism,the unclear of responsibilities in the boundary of school jobs,etc.As a result,how to improve the school governance by the implementation of disciplinary education,and to facilitate the modernization of school governance has realistic meaning.With the perspectives of school governance by law,many methods are used in this essay like literature research,investigate research and interview research.The current situation of the implementation of disciplinary education in primary and secondary schools in County G in Hunan Province will be analyzed in this essay,and the strategies of improving the implementation of disciplinary education also will be explored,aiming to provide new ideas for promoting the modernization of school governance.The theoretical framework of governance theory is used in this essay,many aspects like governing body,governing mechanism and governing technique are also focused,with the purpose to explore the refinement of implementation of disciplinary education in primary and secondary schools,and to achieve effective governance.Logically,school governance is a subordinate concept of national governance,governing the country by law is an important strategy for national governance,in result,the management of schools by law is also required in the modernization of school governance.From the perspective of connotation,school governance is affiliated to the national governance,the sovereignty of students ought to be respected in school management,and the stakeholders should be involved in the management of the student administration is concur with the concept that all rights belong to people.From the perspective of characteristics,the five criteria of state governance are fully applicable to school governance,especially institutionalization,democratization and the rule of law.According to the theoretical analysis of the current situation,the main problems in the implementation of disciplinary education in primary and secondary schools in County G are the major differences in the cognition of disciplinary education and the lack of procedural system for the implementation of disciplinary education.The main reasons are the lack of training and publicizing of disciplinary education in educational administration departments,schools and society,the cognitive disorder in various governance subjects also will be caused;the failure to set up school disciplines and class rules in time,the disorder of the governance mechanism will be resulted in;and the failure to establish effective communication between home-school,the lack of home-school communication also will be caused.All the dilemma are led by various reasons,from an internal perspective,like the diverge in the concept of subjects,because of the background of teachers like gender and teaching experiences,as well as the family situation of students like whether he/she is the only child,even the educational and working place of their parents,and the interaction between parents and children,etc.Based on this,more proper training and publicizing ought to be settled according to different situations.From an external perspective,the situation is resulted by the shortness of school procedural systems like school rules are not amended in time,the monitoring and relief mechanisms are absent,etc.As a result,the necessary assessment and evaluation mechanisms should be established in time so that the school governance by law can be promoted and realized.Based on this,the strategy of implementation of disciplinary education in primary and secondary schools will be explored in this essay,as well as be started from the theory of governance.From the aspect of diversity governance,more support,guidance and monitoring ought to be settled in educational administration departments,more training for teachers,parents and students should be built by schools in order to guarantee the effective involving between parents and society.Starting from the aspect of governance mechanism,more effective procedures should be settled in schools so that more implementing regulations can be built according to different situations.In general,only the governance subjects,governance mechanisms and governance techniques all have been improved,the modernization of school governance can be truly realized.
