| General Secretary Xi Jinping attaches “ great importance to the balanced development of compulsory education and compulsory education,and pointed out that the integrated development of urban and rural areas should be promoted,the gap between urban and rural education resources should be narrowed,education equity should be promoted,and the intergenerational transmission of poverty should be cut off.” Socialism with Chinese characteristics has entered a new era.Our county-level compulsory education have moved from a basic balanced development in an all-round way to a “Quality balanced development”.This is an important milestone in the high-quality development of our country’s compulsory education,has the important new time characteristic and the rich connotation significance.The paper takes M-district in Kunming as the research object,and selects the public goods theory,the basic public service equalization theory and the education Equity theory as the theoretical perspectives,using the methods of literature study,field study and comparative study,in response to the requirements of the relevant documents promulgated by the Ministry of education,such as the "Measures for the supervision and evaluation of the quality and balanced development of county compulsory education" and the "Implementation plan for the quality and balanced development of Yunnan Provincial Compulsory Education",on the basis of comprehensive research results at home and abroad,to find out the current situation of the high-quality and balanced development of M-zone compulsory education,to find out the existing problems and their causes,and to propose scientific and reasonable solutions,to explore a feasible way that accords with the quality and balanced development of m-area compulsory education,and to provide a theoretical reference for the formulation and revision of the compulsory education quality and balanced development policy of the local party committee government in the future.This paper is divided into seven parts,First part is the introduction,introduced the background and research significance,the research status at home and abroad were summarized,put forward the research ideas and research methods;Second part discusses the connotation of the balanced development of county compulsory education and the theoretical basis for the study,which lays the foundation for the next step of this article to analyze and solve the problems;Third part introduces the establishment of an evaluation index system for the balanced development of county compulsory education,with a detailed introduction of the principles and evaluation criteria for the establishment of the system;Fourth part is about the evaluation and goal of the balanced development of the compulsory education in m district in Kunming.The evaluation index system is used to evaluate the current situation of the compulsory education development in m district Part V analyses the problems and causes of the balanced development of compulsory education in m-area,and Part VI proposes measures to enhance the balanced development of compulsory education in m-area in Kunming,this paper discusses the main responsibility of the government,mechanism construction,resource allocation,digital construction,teachers construction and so on.The author discusses and talks about the following four aspects: first,based on the five development concepts of “Innovation,coordination,green,opening and sharing”,the paper analyzes the new era characteristics of the balanced development of county compulsory education;Second,the inner requirements and community construction of county compulsory education from “ Basic equilibrium ” to“High-quality equilibrium”;The third is the linkage mechanism,external and internal linkage mechanism,and the fourth is the discussion on the policy and non-policy multi-dimensional evaluation system for the quality and balanced development of county compulsory education compulsory education. |
