Study On The Coordination Of Unemployment Insurance System In Labor Mobility Among Beijing,Tianjin And Hebei

Achieving full employment is the goal that any country and region tries to achieve,but it is only an ideal state in macroeconomic operation.Unemployment exists objectively in both developed and developing countries.By giving full play to government functions,we can reduce the adverse effects of unemployment,protect the rights and interests of the unemployed,help the unemployed overcome the difficulties of unemployment and promote reemployment.In view of this,the introduction of the unemployment insurance system,the function of the unemployment insurance system is mainly to ensure the basic life of the unemployed during the period of unemployment,provide vocational training for the unemployed through the application of the unemployment insurance fund,enhance the ability of the unemployed to find a job,and promote the unemployed to be re-employed quickly.Local unemployment insurance regulations are established on the basis of China’s unemployment insurance system and in combination with local conditions.As part of the unemployment insurance fund comes from local finance,and there will be certain differences in the provisions of unemployment insurance in various regions,the transfer and continuation of unemployment insurance between regions will face great difficulties.Under the background of the coordinated development of Beijing,Tianjin and Hebei,the increase of regional personnel mobility and the transfer and continuation of the unemployment insurance relationship of migrant labor force are the key to the protection of the legitimate rights and interests of labor force.However,in reality,the coordinated development of the unemployment insurance system in Beijing,Tianjin and Hebei has not been paid attention to,and many difficulties will be faced when the actual labor force transfers and continues the unemployment insurance relationship.In order to ensure the smooth flow of labor force in Beijing,Tianjin and Hebei and promote the coordinated development of regional economy,the research on the coordinated development of unemployment insurance system in Beijing,Tianjin and Hebei has important theoretical value and practical significance.Taking the unemployment insurance system as the research object,combined with the push-pull theory of population flow,the integration theory of labor market,the coordinated development theory of regional economy and Keynesian employment theory,this paper constructs the theoretical framework of the coordination of unemployment insurance system in labor flow,and makes a descriptive analysis of the historical evolution of unemployment insurance system and the current situation of the transfer of unemployment insurance system in the labor force flow of Beijing,Tianjin and Hebei,It puts forward the necessity of coordinated development of unemployment insurance system in Beijing,Tianjin and Hebei.Secondly,starting with the current coordination of labor mobility unemployment insurance system in Beijing,Tianjin and Hebei,this paper explores the problems and reasons for the coordinated development of unemployment insurance system in Beijing,Tianjin and Hebei by using the analysis methods of literature analysis,comparative analysis and the combination of theory and demonstration.Finally,based on the analysis of the experience of coordinated development of domestic unemployment insurance system,combined with the needs of coordinated development of Beijing,Tianjin and Hebei,Based on the investigation of the characteristics of the unemployment insurance system in Beijing,Tianjin and Hebei,this paper puts forward some suggestions to improve the coordinated development of the unemployment insurance system in Beijing,Tianjin and Hebei,so as to improve the coordinated development of the unemployment insurance system in Beijing,Tianjin and Hebei.
