Private colleges are the key component of our private education system.On one hand,the national policies encourage the development of private colleges.One the other hand,with the increasing number and scale of private colleges,the direct competition among private colleges become fiercer.This imposes new requirement for the human resource management within private colleges.Performance management is the key element of human resource management.While private colleges focus more on education and educators,less attention was given to admin staff.In fact,admin staff,as the managers and servers of the colleges,make great contributions to the college.They are the executors of the strategic goals.At the current state,admin staff have not received the amount of attention as they should’ve which ultimately impacts the strategy execution and healthy development.College Z is co-owned by a public university in Tianjin and a state-owned business.Having been established for 16 years,the college is at the key stage of connotative development.The college needs to improve the management and service capabilities of its admin staff to support its execution of strategic goals.This article focuses on the study of college Z.Based on the domestic and international experience of performance management,the article includes the research on college Z on their performance management situations and discovered several issues with college Z’s including unachieved strategic goals,lack of cooperation among different teams,KPI issues,incomplete appealing mechanism,ambiguity on performance management incentives and analysed root causes.Looking at those issues,base on the strategic goals and development positioning,balanced score card(BSC)、KPI、360-degree performance appraisal method and tools,we improved design of college’s performance among different management teams,and established safeguards mechanism.In order to ensure that management teams and team members to better implement the strategy of development,ensure that college Z keeps growing among competitions.
