At present,China’s higher education has entered the stage of popularization,requiring the promotion of high-quality development of education.Chinese-foreign cooperative education is an important part of high-quality development.This study is based on the reform of educational evaluation and constructs a level evaluation system under the guidance of the CIPP evaluation theoretical model.The focus of this study is on Chinese-foreign cooperative education projects in Shandong Province,which aims to promote the high-quality development of Chinese-foreign cooperative education.Firstly,the author has clarified the relevant concepts and theoretical basis of the research through the review and comparison of relevant literature at home and abroad;Secondly,by analyzing the overall development status in China,the gap and development direction are clarified,and by summarizing various demonstration and evaluation systems,the core elements of quality development are summarized;Once again,under the guidance of the CIPP evaluation theoretical model,detailed observation points were determined through focus group interviews,and an initial evaluation index system was drafted;Finally,the evaluation index set was revised and the weights of various indicators were established through methods such as the Delphi expert scoring method.The evaluation system for the level of Chinese-foreign cooperative education projects in Shandong Province was determined,covering multiple elements such as the internal and external environment of the school.The research results clarify the core elements of high-quality development in Chinese-foreign cooperative education,provide a clear path for high-quality development,and have certain significance for understanding the situation of Chinese-foreign cooperative education projects in Shandong Province,guiding and motivating them to achieve high-level Chinese-foreign cooperative education,and enriching the high-quality system of higher education in the new era.
