On July 24,2021,the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the Opinions on Further Reducing the Burden of Students’ Homework and Off-school Training in Compulsory Education(hereinafter referred to as the Opinions).Reduce students’ homework burden and off-campus training burden(hereinafter referred to as "double reduction")."Double reduction" requires improving the quality of after-school delay service,effectively implementing various after-school education activities,and meeting the personalized,differentiated and practical learning needs of students;Put forward the requirements of "carrying out appropriate physical exercise,reading and literary activities" to promote the healthy growth of physical and mental health of primary and secondary schools [1].It has important guiding significance for improving the physical health of teenagers and forming core literacy.This paper deeply understands the actual situation of delayed after-school sports services in Wuhan primary schools through questionnaires and interviews,and finds that many afterschool sports services in Wuhan are mainly based on basic trusteeship services at this stage,ignoring the importance of sports discipline,and not really serving the health of students.Therefore,based on the relevant policies,this paper analyzes the main reasons for the differences between the ideal and actual development of the policies,aiming to promote the high-quality development of post-school delayed sports services in Wuhan primary schools,and to promote the effective implementation of the "double reduction" policy faster.This paper studies as follows:1.The current situation of delayed after-school sports services in Wuhan primary schools:(1)Some schools only pay attention to the teaching of subject knowledge,resulting in the basic trusteeship stage of delayed after-school sports services in some primary schools in Wuhan,without sports activities;(2)The development of delayed sportswear in primary schools in all districts of Wuhan is uneven,and the development trend of central urban areas is better than that of remote urban areas;(3)The types of after-school delayed sports service items in Wuhan primary schools are relatively diverse,but they are mainly concentrated in ball games and lack of innovation;(4)On the whole,Wuhan primary school sports equipment and facilities are relatively scarce;(5)The duration of delayed sports service after class in Wuhan primary schools is mainly 60 minutes and 90 minutes;(6)The after-class delayed physical education service personnel in Wuhan primary schools are mainly the in-service physical education teachers.The physical education teachers’ team is unstable and the physical education teachers’ energy is insufficient;(7)Most parents support the school to provide after-school delayed sports services,but some parents have doubts about the quality of after-school delayed sports services.2.The barriers to the development of delayed after-school sports services in Wuhan primary schools:(1)Legal level: the national legal system did not keep up with the introduction of national policies in time,resulting in the relaxation of the supervision of delayed after-school sports services;(2)At the level of funds: the fund guarantee of school after-school delayed sports service is not perfect,and there is no clear subsidy document to explain it in detail;(3)At the regional level: the development of delayed sports services in each district is unbalanced,and the attention to remote urban areas is neglected to a certain extent,resulting in the difference between the quantity and quality of the development in remote urban areas and the central urban areas;(4)Venue and facilities: Wuhan primary schools lack resources of venues and related supporting facilities for delayed sports services after class.Among them,the problems of public primary school sites and facilities are more serious;(5)At the level of teachers: the rewards and punishment mechanism is unreasonable,the space for the promotion of professional titles of physical education teachers is small,the enthusiasm of teachers is not high,the teaching arrangement is unreasonable,the burden of in-service physical education teachers is too heavy,the structure of physical education teachers is relatively single,and the quality of teachers is uneven.3.Implementation strategies to promote the development of delayed sports services in primary schools in Wuhan:(1)At the legal level,the country should improve the corresponding legal protection,and incorporate after-school services into the school performance assessment,and the government and school should work together to strengthen the supervision of delayed sports services in primary schools;(2)On the aspect of funds: schools should give full play to their initiative and use various means to support to ensure the stability of funds;(3)Regional level: Wuhan municipal government should find out the key factors that hinder the development of after-school sports services,so as to improve the quality of the overall service level;(4)Site facilities: schools can promote the construction of "one school,one product" characteristic culture,and establish national traditional sports as "one school,one product" sports characteristic project,which can not only broaden the site selection,but also make up for the limitations of the school site shortage;At the same time,the unique characteristics of the school should be formed to improve the school’s taste;(5)Teachers: schools should improve the quality of teachers and mobilize the enthusiasm of teachers from three aspects: improving the evaluation system of teachers’ rewards and punishment,implementing government purchase services,and improving the structure of physical education teachers.
