In recent years,the physical fitness of primary school students and the lack of participation in physical exercise have become one of the focus topics in the society.according to relevant studies,primary school students do not participate in physical exercise in school,and the rates of myopia and obesity are on the high side.the exercise habits of primary school students and the actual situation of their participation in school physical exercise need to be further studied.At present,physical education classes and sports associations are the main ways for primary school students to participate in physical exercise.As one of the important forms for primary school students to participate in physical exercise,sports associations play an important role in promoting the development of students’ physical and mental health.The opinions on further reducing the burden of homework and out-of-school training of students in the stage of compulsory education(hereinafter referred to as "double reduction")clearly points out that the burden of overweight homework and out-of-school training of students in compulsory education should be effectively reduced.At present,primary and secondary schools are encouraged to carry out rich sports,cultural and artistic activities in their spare time.With the promulgation of the "double reduction" policy,primary schools are actively carrying out sports associations to enrich after-school activities while effectively reducing students’ homework burden.The primary schools in Beilin District of Xi’an actively implement the "double reduction" policy and explore the development of primary school sports community activities after "double reduction",but there are still many deficiencies in the process of practice.Based on the above background,this study takes "double reduction" and primary school sports association as key words,uses the literature method to collect relevant literature and read relevant books on the platform of knowledge net,and defines the core concepts.Understand the current research situation of primary school sports associations at home and abroad and summarize them.Sort out the research ideas of relevant scholars on primary school sports associations,compile a questionnaire about the participants of primary school sports associations in Beilin District after many interviews with experts in related fields,and deal with the results of the questionnaire.Combined with the methods of expert interview and on-the-spot investigation,this paper analyzes the present situation of primary school sports associations in Beilin District of Xi’an,summarizes the existing problems,analyzes the influencing factors by SWOT analysis,puts forward the corresponding strategies according to the existing problems,and draws the following conclusions:1.Under the background of "double reduction",each primary school in Beilin District of Xi’an carries out an average of 6 sports community projects,with a duration of 45-60 minutes(excluding 60 minutes)and 1-2 times a week.The main contents of the community activities are physical fitness training and special skills training,and the average participation rate of the association is 32.89%.The teachers of the association are all undergraduate or above,and the teachers are composed of physical education teachers of our school and college students of sports colleges and universities employed outside the school.the community participants have a more mature understanding of the policy of "double reduction" and have a high degree of support for sports associations.2.Under the background of "double reduction",there are mainly the following six problems in the development of primary school sports associations in Beilin District,Xi’an: insufficient number and duration of sports associations;low participation rate of students and single content of sports associations;unbalanced special structure of teachers of sports associations;few training opportunities for teachers of sports associations;insufficient per capita venues for students of sports associations;teaching disorder in sports association activities.3.Under the background of "double reduction",the SWOT analysis of the influencing factors of primary school sports associations in Beilin District,Xi’an:development advantages(S): superior geographical location,good sports atmosphere;community projects are diversified;teachers are generally young;community participants support the development of associations and have high satisfaction with teachers.Development disadvantage(W): the restriction and restriction of the lack of venue and equipment on the development of the association;the content setting of the association needs to be optimized;the comprehensive ability of the teachers of the association needs to be improved;the learning time of the middle school students in the community activities is less.Development opportunity(O): "double reduction" provides an opportunity for the development of the community;people’s awareness of physical exercise is enhanced in the post-National Games era;students’ demand for the community is gradually increasing.Development Challenge(T): diversified sports association projects need to make full use of limited venues and equipment;there has always been a contradiction between students’ learning and sports community training;the expansion of the scale of sports associations requires higher and higher requirements for the school’s software and hardware;the expansion of the scale of sports associations requires the rational use of community funds.4.Under the background of "double reduction",the development strategy of primary school sports associations in Beilin District of Xi’an City: growth(SO)strategy: rely on geographical advantages and "double reduction" opportunities to promote the high-quality development of associations;take advantage of the popularity of the National Games to guide more students to participate in associations;take advantage of teachers’ youth to stimulate students’ interest in physical exercise;increase the number and duration of associations;increase the training of teachers.WO strategy: develop sports venues and make full use of school resources;cultivate students’ physical exercise habits dominated by games;establish a management system for community teachers;improve the participation rate of associations and integrate the contents of associations.Defensive(WT)strategy: guide school leaders to pay attention to sports associations;expand community funds;optimize the special structure of community teachers;standardize the teaching order of associations.Diversified economy coexistence(ST)strategy: improve the lack of venues and equipment to meet the needs of students for exercise;resolve the contradiction between learning and training,help the development of the community;off the peak to develop the community,improve the per capita space area of students.
