The "Mathematics Curriculum Standards for General High Schools(2017Edition and 2020 Revision)" proposes to cultivate students’ core mathematical literacy as the core of mathematics curriculum goals.Mathematical literacy is the foundation of the core literacy of mathematics, and it is also the basic literacy that students need to have to learn mathematics.Since probability and statistics need to sort out and analyze data, and a large number of operations will be used in this process, this paper takes the content of probability and statistics as the research carrier, discusses the implementation of mathematical literacy in probability and statistics teaching through analysis, and puts forward teaching strategies for cultivating arithmetic literacy. This paper comprehensively uses the literature method, test paper method and interview method to carry out the research.Through consulting mathematical operations and probability and statistics related literature, they have a deep understanding of the research background and research status;Through the distribution of probability and statistics test papers based on mathematical literacy, students can understand their current computing level and existing arithmetic problems;Through the interview method, the high school mathematics teachers were interviewed on probability and statistics teaching problems, and then they had a preliminary understanding of the teaching situation of probability and statistics and the learning status of students.According to the information from the test and interview,it was analyzed that students had the following arithmetic problems in the learning of probability and statistics: the overall level of mathematical literacy was not high; The development of computing literacy in all dimensions is uneven; The object of operation cannot be determined in the comprehensive situation; The formula law is not firmly mastered, and the scope of application is difficult to determine; The calculation idea is not clear, and a reasonable calculation method cannot be selected;Irregular writing during the operation; The teaching strategies of some teachers need to be improved.According to the students’ existing arithmetic problems, six teaching and training strategies for high school probability and statistics teaching based on mathematical literacy were proposed:(1)set computing goals and increase attention;(2)Create appropriate situations and understand the computing object;(3)Deepen the understanding of formulas and master algorithms;(4)Strengthen thinking training and clarify computing ideas;(5)Cultivate writing habits and standardize the operation process;(6)Guide self-monitoring and pay attention to summary and reflection. Finally, based on the above proposed strategies and related learning theories, the teaching design of "Binomial Distribution" and "Estimation of Overall Dispersion Degree" is carried out.
