The problem of learning burden of primary and secondary school students in China is a difficult problem faced by the school education system for a long time.The introduction of the " double reduction " policy in 2021 has further promoted the reduction of students ’ burden,but the effect is not ideal.Most of the reasons are that school administrators cannot effectively implement the " double reduction " requirements,and there are still difficulties in the operation of after-school services,so that there are still many problems in homework management.Based on the policy background of " double reduction " in 2021,this study takes education public service theory,cognitive learning theory and constructivism theory as the theoretical basis.Through the questionnaire survey of teachers and students,this paper investigates the current situation of high-level mathematics homework in primary schools under the background of after-school service in many primary schools in Mudanjiang City,finds out the existing problems of high-level mathematics homework,analyzes the causes,and explores the strategies to effectively improve the current situation of high-level mathematics homework in primary schools.This study mainly uses the questionnaire survey method and the interview method to investigate the mathematics teachers and students in the fifth to sixth grades of many primary schools in Mudanjiang City.Teachers mainly investigate the current situation of mathematics homework in senior primary schools from the aspects of homework arrangement,homework evaluation,students ’ homework completion and homework improvement,and supplement the questionnaire results with interviews.Students investigate the current situation of mathematics homework in senior primary schools from the content and form of homework,attitude towards homework,completion of homework and improvement of homework.It is found that after the implementation of after-school service,the mathematics homework of senior primary school has been greatly improved,but there are still some problems to be solved in the process.Specifically,at the teacher level,there are problems in teacher assignments and teacher assignment evaluation;at the student level,there are problems in students ’ attitude towards homework and students ’ homework completion.In view of the problems existing in the mathematics homework of senior primary school under the after-school service,I analyze the reasons for the above problems according to the survey results,mainly from the two aspects of teachers and students.Teachers ’ level: teachers ’ lack of homework experience,teachers ’ low awareness of hierarchical design homework,and teachers ’ insufficient attention to homework correction;students ’ level: students ’ attitude towards mathematics homework is not correct,students ’ awareness of autonomous learning is not high.In view of the above problems,it is mainly improved from five aspects : first,to improve students ’ initiative in mathematics homework;the second is to help students develop a good attitude towards mathematics homework;the third is to enrich the functions and forms of highlevel mathematics homework in primary schools;fourth,organize the training of high-level mathematics teachers in primary schools to improve the professional quality of teachers ’homework;the fifth is to establish a system related to high-level mathematics homework in primary schools and strengthen the standardization of its design and implementation.
