Research On The Governance System Of Singapore Universities

University governance is a research topic of higher education in various countries and a practical focus of higher education construction.After the "Outline of the National Medium and Long Term Education Reform and Development Plan(2010-2020)" and the Third Plenary Session of the 18 th Central Committee of the Communist Party of China,China formally proposed the "internal governance structure of schools" at the national policy level.It is clearly proposed to "improve the modern university system with Chinese characteristics,improve the governance structure,adapt to China’s national conditions and the requirements of the times,build a modern school system of running schools according to law,autonomous management,democratic supervision,and social participation,and build a new relationship between the government,schools,and society".Its construction has received extensive attention and in-depth research in China,which is an important reform content in higher education in China.Singapore regards human resources as an important factor in its economic and social development.Universities are the highest form of its education,cultivating high-level talents for it.Singapore’s universities have a short history of development,but developed rapidly.Singapore explore and experiment with the university governance system bravely.Although its reform history is short,its results are quite fruitful,making many universities be the forefront of international high-level universities,and becoming a benchmark for university education in Asia and even the world.This study adopts the literature research method,comparative research method,and historical research method to sort out and summarize the development process,current situation,and characteristics of the governance system of Singapore’s universities,and propose corresponding enlightenment for China’s situation.The first part combs and divides the development trajectory of Singapore’s university governance system through literature research and historical research methods.According to the degree of subject collaborative governance,it can be divided into three stages: the stage of government centralized management,the stage of collaborative governance between government and universities,and the stage of multi subject collaborative governance.The second part focuses on the current state of Singapore’s university governance system,and comprehensively analyzes its current situation based on the connotation of the university governance system.Research has shown that Singapore has formed a governance system with diverse subjects,perfect institutional rules,and smooth interactive channels.It is divided into external governance systems and internal governance systems,each of which can be subdivided into governance subjects and institutional rules.The external governance bodies include the government system dominated by the Ministry of Education and social organizations dominated by enterprises;The rules are mainly the national compulsory acts.The internal governance bodies include university management groups led by the board of directors,academic groups led by professors,student organizations,etc;The rules mainly have the university charter,quality assurance system,and asset management system within the university.The third part analyzes the governance system in depth and comprehensively summarizes its characteristic.Singapore has rapidly promoted the development of its universities by establishing the concept of excellence in development education;To expand the power of university autonomy while also balancing the governance power of all subjes;Focus on construction of top-level institutions in universities and commit to improving the quality of university governance;Build a global education network and utilize global educational resources to develop domestic universities.The fourth part,based on the existing problems in China and the Singapore’s experience,provides inspiration for Chinese construction of university governance system,promotes the modernization process of China’s university governance,and promotes more Chineseuniversitie to enter the ranks of excellent universities.The part of conclusion is a reflection,and outlook.
