| The implementation of the graduate scholarship policy will affect the satisfaction of the graduate community with its policies,which in turn will have a negative impact on the effectiveness of policy implementation.This article is based on the needs theory,incentive theory,and satisfaction theory.According to the characteristics of the times,the development process of graduate scholarship policies is roughly divided into three stages: the initial formation stage(1991 2004),the gradual development stage(2005 2013),and the diversified development stage(2014 to present).Among them,the main feature of the initial formation stage is the separation of awards and scholarships,and the modern graduate scholarship system is gradually forming;In the stage of gradual development,more emphasis should be placed on the guidance of merit awards,demonstrating the incentive effect of scholarships and the recognition of outstanding students;In the context of comprehensive fees for graduate education during the diversified development stage,the education cost is offset by rewards instead of exemptions.Secondly,analyze the policy system of J University’s graduate scholarship,and draw the development characteristics of the scholarship policy based on the analysis framework of policy design,policy implementation,and policy effectiveness.Finally,based on the analysis framework extracted from classic research and theoretical foundations of policy analysis,and with empirical research on satisfaction as a comprehensive reference,a survey questionnaire titled "The Status Quo and Influencing Factors of Satisfaction with J University Master’s Scholarship Policy" was formed to investigate the current status and influencing factors of satisfaction with master’s scholarship policies through questionnaire surveys.A total of 103 valid questionnaires were collected in the pre test questionnaire to verify the overall reliability and effectiveness of the questionnaire.A total of 536 questionnaires were distributed in this study,and 498 valid questionnaires were screened.A comprehensive scientific observation was conducted on the satisfaction status,and the results of influencing factors were verified.According to the descriptive statistical analysis of the questionnaire,the overall satisfaction with the scholarship policy for J University’s master’s students is average.Specifically,satisfaction with policy design needs to be strengthened,satisfaction with policy implementation is unsatisfactory,and overall satisfaction with policy effectiveness is good.At the same time,many detailed issues were also discovered,such as the limited opportunities for students to obtain different types of scholarships,and the lack of education and guidance for students in scholarship policies at the school level.In terms of difference testing,there is a significant difference in policy satisfaction with award-winning experiences,that is,graduate students who successfully apply for awards have a stronger significance in satisfaction.From the perspective of influencing factors,the linear stepwise regression results of the variables in the study indicate that the influence of individual cognition,mentor influence,school environment,and award-winning experience gradually weakens.Starting from empirical results,this article conducts a retrospective analysis of typical phenomena and finds the following problems: imbalanced allocation of policy resources;The selection criteria place too much emphasis on scientific research output;The efficiency of policy implementation needs to be improved;Low level of policy awareness;Insufficient guidance from mentors.In response to the above issues,this study proposes the following suggestions on how to improve the satisfaction level of graduate scholarship policies: firstly,improve the balanced allocation of resources and build a reward system;The second is to establish scientific classification and selection standards,and correct academic atmosphere;Thirdly,improve the efficiency of execution profession and improve supporting mechanisms;Fourthly,strengthen policy promotion efforts and enhance demonstration effects;The fifth is to enhance the guidance of mentors and strengthen their guidance. |
