| In the era of digital education transformation,it has become a consensus that data empowers education governance,and the open sharing of government education data is an important part of education data application.This study focuses on the issue of government education data openness,and promotes the progress of government education data openness through the construction and empirical study of data openness evaluation indicators.This study is a pre-research project of the Education Informatization Technical Standards Committee of the Ministry of Education in 2022.The establishment of scientific and effective evaluation indicators for data openness of government education websites is of great significance in promoting the digital transformation of society,promoting data-enabled education governance,local government education policy formulation,and improving the quality of education data openness.This study first analyses the ideas and achievements of scholars and authoritative institutions at home and abroad on the evaluation indicators of government education data openness,and proposes the conceptual connotation of government education website data openness by combining the characteristics of education and the characteristics of government data open websites.Focusing on the analysis of typical government data openness frameworks at home and abroad,we summarize the threelevel indicators,analyze the construction of evaluation indicators of government education website data openness in the context of big data in conjunction with data life cycle theory,and explore the general basis and methods of evaluation criteria.On this basis,design-based research,combined with two rounds of expert revision and presubstantiation,the evaluation indexes of open data on government education websites were constructed,including 4 primary indicators of content quality,security and privacy,management standard and application innovation,10 secondary indicators of quality,quantity,access means and security,and 21 tertiary indicators of accuracy,timeliness,completeness and total amount of data.Afterwards,the weight of each indicator and specific evaluation rules were determined based on the hierarchical analysis method.Finally,based on the evaluation indicators,we actually investigate the data openness of the "education and culture" section of six representative provincial and municipal data open platforms in China,make an objective evaluation of the current situation of their education data openness based on the evaluation indicators,and conduct a comparative study with international government education websites,explore the shortcomings of the data openness of domestic government education websites,and give certain advice,hoping to provide reference for the data openness on government education websites and the development of education data openness-related research in China. |
