| In recent years,society has experienced frequent outbreaks of various public crises that have weakened the sustainable development of cities.In the process of dealing with public crisis events,the vulnerability of urban construction has come to the fore.The community,as the basic unit of risk response,can safeguard the lives and property of residents in the event of a public crisis event,but at the same time,it can also reveal problems that are difficult to cope with,such as lack of action,lack of accuracy and lack of equipment,which can cause serious governance problems for the community.In this regard,the concept of resilient community governance provides a new way of thinking for governance research.It starts from the urban community governance board,analyses the indicators of various resilience dimensions in the community,integrates community resources,improves grassroots governance solutions and enhances the effectiveness of community governance.As a member of community governance,social work plays multiple roles as a resource linker,leader and coordinator in the process of resilient governance,giving full play to its professional advantages to help communities improve their resilient governance capacity.Research has found that social work intervention in community resilience governance can effectively solve many of the current problems of urban community governance.Specifically,physical resilience is the basic element of resilient governance system,social work can provide a certain basic guarantee role in the process of community governance as an organiser and coordinator,which helps to guarantee the construction of the physical infrastructure of the community;organisational resilience is an important complement to the coordination and interaction between multiple subjects and the hierarchy in resilient community governance,social work can help communities solve great governance problems by enhancing the coordination and cooperation between community grassroots organisations and the higher command Social work can help communities to solve the great governance problems by enhancing the coordination between community grassroots organisations and higher command,in order to maximise community autonomy and manage community resources in an integrated manner;institutional resilience is an important element to guarantee the normal development of community governance.In response to community emergencies,social work,in its capacity as a facilitator and resource linker,can help communities to establish emergency plans for prevention,emergency response and recovery,and enhance the community’s ability to prevent major risks.Cultural resilience is the "backbone" of community governance and construction.Through exploring and consolidating community culture,social work can shape community resilience,build community consensus and mobilise stakeholder participation,thereby enhancing community cultural vitality.Technological resilience is a key element in improving community governance and is an indispensable technological safeguard for communities.Social work can link up with authoritative experts in the field of information technology and make use of digital technologies such as cloud-based big data and internet databases to broaden the feedback channels for residents and refine the community information resource network,while also enhancing the accuracy and precision of community governance.On the one hand,social work can help those in need to overcome adversity and help themselves,and on the other hand,it can link up with local psychologists and legal professionals to help community residents establish the correct perception and strengthen the "barrier" of self-protection.Based on this,this study takes the theoretical perspective of resilience governance and uses community G in city S as an empirical research base.It first conducts a survey and assessment of the level of resilience in community G to identify the problems of community governance and the factors influencing the need for governance,and then conducts a comprehensive analysis of physical,cultural,institutional,organisational,technological and psychological aspects of resilience to construct an appropriate framework for community resilience governance and explore the social work This will explore the necessity and feasibility of social work interventions in urban community resilience. |
