With the increasing level of economic development and comprehensive national strength in China,public welfare and charitable undertakings are showing a thriving trend,and various types of public welfare social organizations are rapidly increasing.More and more private enterprises pursuing economic benefits are actively fulfilling their social responsibilities as "corporate citizens" driven by the dual attributes of "altruism+selfinterest",and investing in the establishment of public welfare social organizations such as the Private Enterprise Public Welfare Foundation,which has become a new strategic model for private enterprises to fulfill their social responsibilities.This article takes the Y Public Welfare Foundation as the research object and adopts case analysis,participatory observation,and semi-structured interview methods to study its operation.From the perspective of corporate social responsibility research,this article draws on the four major levels of corporate social responsibility mentioned by American scholar Carroll’s vertical dimension "pyramid" theory,namely the economic responsibility level,legal responsibility level,ethical responsibility level,and charitable responsibility level,and conducts research on the operational difficulties of private enterprise public welfare foundations,a public welfare social organization,from these four levels.Research has found that private enterprise public welfare foundations face a fundamental dilemma of dependence on public welfare resources at the level of economic responsibility,a fundamental dilemma of non-standard regulation of public welfare charity at the level of legal responsibility,a key dilemma of ethical dilemma of public welfare charity at the level of ethical responsibility,and a core dilemma of low professionalism of public welfare charity at the level of charitable responsibility.This study is based on the theory of corporate citizenship and stakeholder theory,treating private enterprise public welfare foundations as non-profit independent legal entities.It closely revolves around stakeholders such as initiators,councils,beneficiaries,governments,and public media to analyze the operational difficulties and their causes at the four levels mentioned above.From the perspective of corporate social responsibility research,path optimization suggestions are proposed for the operational difficulties at the four levels mentioned above.Research has pointed out that at the level of economic responsibility,it is necessary to enhance the independence of financial and non-financial resources,strengthen the standardization of external heteronomy and internal self-discipline at the legal responsibility level,resolve the ethical dilemma between internal governance and private enterprise public welfare foundations,initiating enterprises,and government departments at the ethical responsibility level,and enhance the professionalism of public welfare projects and brand promotion at the charitable responsibility level.Through the above path optimization suggestions,we aim to promote the independence,standardization,and specialization of public welfare charitable activities in private enterprise public welfare foundations,which are public welfare social organizations.The relationship between social work and public welfare charity has a long and increasingly close history,and the operational difficulties of private enterprise public welfare foundations are universal and special.Therefore,it is necessary for social work to intervene in the professional development of public welfare social organizations.By playing the roles of intermediaries,resource recipients,supporters,and service providers,it can promote policy optimization,link social resources,transport professional talents,and provide professional services,to improve the service level and credibility of public welfare social organizations.
