| Population is crucial for China’s sustainable development.In recent years,China has faced an increasingly severe aging population trend and a persistently declining birth rate,leading to a range of social issues.In order to improve the birth rate,China has gradually adjusted its fertility policies,including the introduction of the "Three-Child Policy" in2021 and the improvement of supporting mechanisms.However,two years after the policy’s implementation,China’s birth rate has not significantly increased,indicating a suboptimal effect of the policy execution.This is particularly significant in the northeastern region,where the birth rate has been consistently lower than the national average.In 2021,Shenyang’s natural population growth rate was-3.33‰,making population issues one of the key factors affecting the region’s economic and social development.In response to the national call to revitalize the old industrial base in the northeast and promote Shenyang’s economic development,it is crucial to address the issue of low birth rates.As the primary subjects of childbearing,women of childbearing age play an important role in determining fertility levels.With the rising cost of childbearing,fertility support policies can help alleviate the financial burden on families.Therefore,this paper focuses on studying the impact of fertility support policies on the fertility intentions of childbearing-age women.Using Shenyang as a case study,this research employs a questionnaire survey to investigate the factors influencing the fertility intentions of childbearing-age women in the city.Based on a review and summary of domestic and international research findings,this paper analyzes Shenyang’s current fertility situation and supporting policies.A multiple linear regression analysis of the factors influencing the fertility intentions of childbearing-age women in Shenyang reveals that these intentions are primarily influenced by fertility support policies.The higher the satisfaction with fertility support policies,the higher the fertility intentions of childbearing-age women.Specifically,age,satisfaction with maternity leave policies,and attitudes towards child-rearing costs have a negative correlation with fertility intentions,while living conditions,satisfaction with fertility subsidies,childcare services,and medical services have a positive impact on fertility intentions.By investigating the factors influencing the fertility intentions of childbearing-age women,this paper proposes policy recommendations to encourage fertility,such as increasing financial support,improving maternity leave,and optimizing supporting measures for fertility.The aim is to reduce the cost of childbearing for families,protect women’s employment rights and interests,and alleviate family concerns.In doing so,the fertility intentions of childbearing-age women can be increased,further improving China’s overall fertility level and optimizing its population structure. |
