Social Work Study On The Construction Of Urban Community Autonomy Model Under Guidance Of Party Construction

Currently,our country is actively promoting the modernization of the social governance system and governance ability,and puts forward higher request to the grassroots community governance.The realization of community autonomy is a key link to build a community governance pattern of joint contribution,joint governance and shared benefits.Therefore,in order to improve the effectiveness and efficiency of community autonomy,improve residents’ sense of happiness,sense of gain and sense of security,it is necessary to better play the leading role of community party building,promote community party building work to the construction of grassroots service-oriented party organizations,it is necessary to build a new model of party building leading community autonomy,to realize the consciousness of residents,residents’ ability to improve,organizational optimization and perfection.This study takes K community in Chengdu as the research object,uses questionnaire survey,interview and other social work research methods to understand the development status of community autonomy,and takes community construction theory and empowerment theory as the theoretical basis.Through combing and analyzing the collected data,it is found that this community is only an extension of the grass-roots government to a large extent,and there are problems in the construction of community autonomy,which are mainly reflected in the residents’ weak sense of autonomy,inadequate capacity of community autonomy,and insufficient role of autonomous organizations,thus leading to the immature and imperfect model of community autonomy.In order to solve the problem of autonomy in community governance,it is necessary to give full play to the leading role,organizing and calling role,vanguard and exemplary role of Party organizations and Party members,strengthen the construction of community autonomy system with community Party organizations as the core,integrate the party building work into the process of community autonomy practice,and explore and construct a new model of community autonomy.The formation of the new model of community autonomy is not accomplished overnight,but needs to lay a sufficient ideological foundation,ability foundation and organization foundation.Firstly,the awareness of autonomy of community residents should be enhanced through community education and publicity to lay an ideological foundation for the formation of the autonomy model.Secondly,the use of expert lectures and community autonomy practice to continuously increase the theoretical knowledge reserve,the organic combination of theory and practice,effectively improve the autonomy of community residents,and lay the ability foundation for the formation of autonomy mode.Thirdly,we should encourage the transformation and upgrading of existing community social organizations,actively incubate and cultivate new social organizations,highlight the collaborative participation of multiple subjects,and lay an organizational foundation for the formation of the autonomy model.On the existing basis,it gathers community residents,property management companies,community organizations and other resources to build an autonomous management model of "3+N Red Butler Party Building Alliance",referred to as "Red Butler Party Building Alliance",that is,by building a governance framework of "community Party committee + community organization + property management company +N",it provides a platform for community residents to participate in public affairs.The collective action created by the community space scene is utilized to fully explore the advantages of the community,integrate multiple resources,cultivate the backbone of the community,and explore the long-term mechanism of realizing community autonomy,so as to create a community atmosphere of co-construction,co-governance and sharing.Through the process evaluation,effect evaluation and effect analysis,it can be seen that the awareness of community residents to participate in community autonomy has been significantly enhanced,their ability has been continuously increased,and the function of community social organizations has been transformed from unitary to diversified,which promotes the formation of long-term mechanism of community autonomy model.Finally,this study puts forward some reference suggestions for integrating professional methods,emphasizing professional value,following up service effect and promoting community autonomy model in view of the shortcomings of building urban community autonomy model under the guidance of Party construction.
