Inquiry-based teaching is a very characteristic teaching method in the new curriculum reform. It is a teaching method that emphasizes both independent inquiry learning by students and seminars between teachers and students and students, and advocates cooperative learning to better meet the requirements of the new curriculum standards. To carry out inquiry-based teaching,it not only requires students to have certain knowledge reserves,a keen sense of inquiry,a strong desire to explore and good communication skills, but also requires teachers to have systematic subject knowledge, essential information literacy, rich teaching experience and strong organizational skills.Under the requirements of the latest edition of the General High School Political Science Curriculum Standards(2017 Edition Revised 2020),how teachers can better apply inquiry-based teaching in high school Civics classrooms to improve the effectiveness of teaching has become an issue to which we must pay attention. In addition to the introduction, the article has three parts. The first part uses literature research method and systematic analysis to define the concept of inquiry-based teaching in high school ideology and politics class and analyzes the significance of conducting inquiry-based teaching in high school ideology and politics class. In the second part, the current situation of the application of inquiry-based teaching in high school ideology and politics class is studied through in-depth interviews with front-line teachers and questionnaires distributed to teachers and students. The problems found are: some high school students’ understanding of inquiry-based teaching needs to be deepened;subject awareness and participation enthusiasm need to be improved;the tendency to take grades as the learning goal needs to be changed;problem awareness and inquiry ability need to be improved. The educational philosophy of some high school Civics teachers needs to be updated;the ability to carry out inquiry-based teaching needs to be enhanced. The relevant support and training of some high schools need to be implemented;the inherent prejudice of the society towards the Civics course needs to be eliminated. After an in-depth analysis,we found that the reasons for the above problems include: students’ cognition varies and it is difficult to keep up with the pace;teachers’ teaching tasks are heavy and they tend to lose sight of each other;teaching conditions are not yet mature and it is difficult to achieve the expected results. In the third part,in view of the existing problems and causes of inquiry-based teaching in high school ideology and politics classes, specific suggestions for improving the effectiveness of high school ideology and politics classes under the new curriculum reform are proposed in three aspects: stimulating students’ interest in participating in inquiry-based classes;improving teachers’ level of applying inquiry-based teaching;and creating a favorable environment for conducting inquiry-based teaching. The article examines the lesser-used inquiry-based teaching, with the expectation that it can be promoted and further developed to help more front-line high school Civics teachers to provide methodological references for the practical implementation of students’ core literacy in the subject,so as to continuously improve the effectiveness of high school Civics classes.
