Since the 19 th Party Congress was held,General Secretary Xi has put forward a series of new ideas and new assertions on urban and rural community governance,and community governance has continued to develop with the needs of social transformation.At the same time,the development of community social organizations has also revealed problems such as unclear organizational management,poor organizational sustainability,and the fact that social organizations cultivated through a lot of efforts have eventually become "zombie organizations",which have put community social organizations in a difficult situation.In order to solve this difficult problem,Chaoyang District in Beijing has launched a professional service project for community social organizations,inviting social work organizations to design and participate in community social organization cultivation projects,and providing a companion service model for community social organizations through the cultivation of backbone talents,incubation and cultivation of community social organizations,project research and development,and resource integration,so as to enhance the participation in community governance with professional social work value concepts.In this paper,we take the community social organizations in Chaoyang District,Beijing as a whole.This paper takes the P Township Community Social Organization Cultivation Project in Chaoyang District,Beijing as an example.The P Township Community Social Organization is the research object,guided by empowerment theory and synergy theory,and the project implementation process is studied from the concept of professional social work.The author conducted in-depth interviews with staff,community workers,and community residents in P Township,and found that there are many types of community social organizations in P Township,varying degrees of standardization,limited resource support,and lack of motivation for the organization’s participation and sustainability in the later stage.In response to the above problems,combined with the development characteristics of P Township,the author,based on empowerment theory and synergy theory,focused on the five aspects of tapping community competent people,cultivating backbone talents,establishing professional organizations,forming self-governance mechanism,and establishing consortia,and carried out a series of activities to cultivate and improve community social organizations,such as demand research,upgrading training,and creation and sharing competition.development and upgrading.After passing the professional project evaluation organized by the service purchaser,the social worker’s self-evaluation and the satisfaction evaluation of the service recipients,we successfully cultivated and developed brand social organizations such as "old friend volunteer maintenance service team and environmental protection volunteer service team".During the implementation of this project,the author reflected and summarized the project from the roles of service provider,resource coordinator and enabler,and found that there were many idealized ideas that could not be implemented in the process of project implementation,and there were conflicts between the professional ethics of social workers and the role of social workers,so she had to improve her professional level in the implementation of similar projects in the future.Through the study of the project,we found that the involvement of professional social work institutions in the cultivation and development of community social organizations can bring into play the professional advantages of social work in terms of values,professional improvement,incubation and cultivation,and sustainable development of organizations,thus playing a professional role in promoting the participation of community social organizations in community governance.In this paper,based on the practice projects in which I participated,I established professional relationship with the service recipients in the process of project implementation,tapped the capable people of the organization in the service activities through the support of social work professional theories,incubated and nurtured the organization,and made the organization play the real role of volunteer service in the community.Therefore,in the implementation of this project,the social work agency focused on the development of the organization in the later stage,and established the Community Social Organization Federation in the last link of the organization cultivation,wanting to provide sustainable support for the subsequent development of community social organizations in P Township through the establishment of an organization platform,forming a community social organization cultivation whole life cycle closed-loop management.The Federation wants to provide sustainable support for the subsequent development of community social organizations by establishing an organizational platform,so as to form a closed-loop management of the whole life cycle of community social organizations.Professional social work agencies are not only involved in the establishment of organizations in the project,but also need to cultivate localized hub-type community social organization associations to give full play to their integration advantages to provide continuous support to community social organizations,so that even if the project ends and professional agencies withdraw their services,the community social organization associations can still drive the stable development of the organizations.Based on this project,the whole process of incubation and cultivation of community social organizations is introduced in detail,which can serve as a reference for the development of the same type of community social organizations in the later stage.The second is that there are limited resources in the area,and there is still a need to think about how to maximize the use of resources.In terms of reflection on the intervention of social work organizations,firstly,most of the professional services are limited to the financial support and project cycle of the project,without the follow-up funding to support the development of the project,there will be a fault line in the region,and secondly,the roles of social workers are confused and conflicting in the actual implementation of the project,and sometimes the roles cannot be changed immediately in different service contents.These shortcomings and problems need deeper research in the future to provide more empirical references for the cultivation and development of social organizations in the same community.
