Research On The Construction Of Service Delivery Mechanism Of Community Social Organizations From The Perspective Of Symbiosis

Community social organizations are an important part of the community governance system and also an important support for building a community of shared life.In recent years,with the proposal of modernization of the social governance system and governance capacity,community social organization services have gradually become an indispensable part of the community service system.However,in the specific practice of organizations service delivery,community social organizations face challenges and obstacles,resulting in unsatisfactory results and effects of service delivery.Based on this,it is necessary to construct service delivery mechanisms for community social organizations.This article explores the construction of the service delivery mechanism of community social organizations from the perspective of symbiosis,in order to improve the accessibility and acceptability of service delivery,to help promote community development and the construction of community of shared life.The research object of this article is the practice of community social organization service delivery in 6 municipalities divided into districts in D province.Qualitative research methods are used to collect data through observation and interview methods.The study found that there is a theoretical mechanism and practical path that fits with the perspective of symbiosis of community social organization service delivery,which is helpful for analyzing the current situation and problems of organization service delivery,and has certain guiding significance for the construction of the service delivery mechanism of community social organizations.The research also examined the advantages and characteristics of community social organization service delivery in the 6 municipalities divided into districts,and focused on the current resistance of community social organization service delivery,analyzing the reasons for the resistance.Through case analysis,it was found that there are several coexisting environmental problems in the delivery of community social organization services,including unclear structural settings leading to a loss of focus on delivery objectives,imbalanced symbiotic relationships resulting from the absorption of delivery outcomes by multiple stakeholders,and fragile symbiotic units caused by a malfunctioning feedback mechanism under the mismatch of supply and demand.Further exploration revealed that the resistance to the delivery of community social organization services is shaped by the fragmentation of internal governance,the normalization of resource parasitism and external borrowing,and the administrative nature of the community development environment.This study follows the analysis framework of the perspective of symbiosis,proposes ideas and methods for constructing service delivery mechanism for community social organizations in the symbiotic condition.It can start from the following three symbiotic levels: Firstly,building a service linkage mechanism to reshape the symbiotic unit of service delivery feedback;secondly,embedding the coordination mechanism of relationships to build an integrated symmetrical and mutually beneficial symbiotic relationship;thirdly,integrating an environmental trust mechanism to optimize the symbiotic environment oriented towards the community.This aims to promote the hierarchical supply-demand alignment between symbiotic units,resource sharing under symbiotic relationships,and shared community trust in the symbiotic environment.
