| Supporting kindergartens in urban communities are an important part of the construction of urban public service facilities,an important way to expand inclusive preschool education resources,and an important measure to ensure and improve people’s livelihood.Under the current situation in which the international community takes "promoting quality education for all" as its educational philosophy,the Fifth Plenary Session of the 19 th Central Committee of the Communist Party of China proposed to "build a high-quality education system",and local governments should pay attention to both the quantity and quality of inclusive private kindergarten development.Under the development trend of increasing people’s intrinsic value demand for quality fairness in preschool education,"improving the inclusive preschool education guarantee mechanism" and building a kindergarten education quality assurance system have become important tasks for the current development of preschool education in China.This paper shifts the perspective from the traditional macro level of focusing on the government to the supporting inclusive private kindergartens in specific urban communities,deeply explores the reality of the case kindergarten education quality assurance system,summarizes its problems,analyzes the reasons for the problems with the total quality management theory,and puts forward corresponding improvement strategies.Part One: This part mainly organizes and analyzes relevant literature such as community supporting kindergartens,inclusive kindergartens,private kindergartens,kindergarten education quality,and education quality assurance system,so as to lay a foundation for the research of this paper.Part Two: This section mainly describes the research design of this study.In this study,we chose a qualitative research orientation,taking an inclusive private kindergarten in an urban community as a tool case,and collected data through literature method,interview method and physical analysis method.Part There: This part is presented as a case study,which describes the reality of its education quality assurance system from six aspects,including access recognition,funding guarantee,teacher guarantee,curriculum guarantee,quality monitoring,and business support.Part Four: This part is a discussion analysis.The existing problems of the quality assurance system of S kindergarten education are discussed,and the reasons for the problems are the imbalance of the participation ratio of the guarantee subject,the lack of content of the guarantee process,and the vague and stagnant guarantee standards.Part Five: This part mainly takes theory into account reality,starts from the core of total quality management theory,and makes suggestions from three aspects: full participation in the formation of guarantee synergy,comprehensive integration into the construction of the overall guarantee and dynamic change of quality development. |
