In this fast-paced economy booming society, the significance of preschool education has gained increasing attention across the nation. Thanks to in-depth and extensive research in the field and the allowance of multi-faced development in education system, private kindergarten becomes the vital compensation of public kindergarten ever since the economic reform took place in China. On the one hand, the problems of publicly run resource insufficiencies were effectively alleviated, and this positively promoted the development of China's preschool education industry. On the other hand, due to the lack of effective supervision and control of privately run kindergartens, this had mixed effects on the feasibility of high-quality publically run kindergartens, and thus also obstructed the healthy development of China's publically run kindergartens.This thesis intends to address the concern and discuss a similar development of private kindergarten supervision model in Japan. Similar to China, Japan's preschool education also does not center upon the limits of compulsory education, and demand has been created for preschool education along with its economic and social development, with private kindergartens having worked to meet most of this demand. The well-designed policy and social insurance have ensured the quality of the private kindergartens'education, making them one of the most important pre-school education institutions. All these have made a tremendous contribution to the development of Japan's pre-school education. In Japan, the law and regulations of private kindergartens are also highly developed. The direct and indirect financial support from government reflects the public nature of private kindergartens. To ensure the education quality, private kindergartens are required by the government to perform a self assessment and the assessment results should be available to public. Parents have the rights to choose kindergartens which push private kindergartens to develop and win the recognition of the whole society by education quality and specialty. The thesis tries to analyze the private kindergartens'operation and quality control system from a law and regulation perspective, to exploit the factors that make the success of Japan's private kindergartens, and to provide some useful information for Chinese private kindergartens.To explore the solution of the problem, the thesis is going to be developed in four parts. In the first far, Foreword, mainly explains the background of concern, research significance, the thesis'major research content and methodologies. The second part will explore Japan's Private Kindergarten Development. It mainly shows how pre- and postwar Japan's preschool education development track was created, expounding on Japan's current laws and regulations for private kindergartens. In the following part, this thesis will explicitly depict the operating systems and quality control systems of Japan's private kindergartens are expounded in detail. The fourth part will summarize the conclusion. Through the analysis of the operating and quality protection systems of Japan's private kindergartens, this in summary can provide China's preschool education development both experiential lessons to learn from, and clear-cut follow-up that can continue with other additional research.
