After the implementation of the double reduction policy, what is the reality of homework for primary school students in local schools, whether the reduction of homework for primary school students can be put into practice, what are the factors affecting the reduction of homework for primary school students, and what are the good strategies for the reduction of homework for primary school students are the sources of this research study.Based on Piaget’s constructivism,Gardner’s multiple intelligence theory and Maslow’s humanism, this study uses literature, interviews, questionnaires and case studies to investigate 53,241 primary school students,62,427 parents of primary school students and 6,453 teachers of primary school students in 26 cities and counties(districts)in Hainan Province;interview 15 primary school students,7parents and 5 teachers; One public primary school and one private school were selected to investigate the reduction of homework for primary school students in Hainan Province after the implementation of the double reduction policy. The results of the study showed that the reduction of homework for primary school students in Hainan Province was not as expected. This study showed that the burden of homework for primary school students was not significantly reduced by the national policy of reducing homework, but rather the burden was reduced in school and increased outside of school, that’s an explicit reduction and a hidden increase. The specific situation is as follows:Firstly, after the implementation of the double reduction policy, the amount of homework for students in school has been reduced and the difficulty of homework has also decreased, but there is still more mechanical and repetitive written homework, less diversified, personalised and flexible homework, and more homework evaluation. In addition, students’ performance did not improve significantly after the homework reduction, and some students’ grade decreased slightly instead.Even, some students thought that diversified homework had increased their homework burden.Secondly, after the implementation of the double reduction policy, teachers’ workload has increased rather than decreased.Teachers find it difficult to understand the design concept of homework and are in a dilemma in achieving homework goals, and diversified homework has increased teachers’ workload.Thirdly, the phenomenon of extra-curricular work has been frequently observed, adding to the financial burden of parents and increasing the time and effort of parents. As a result, parents’ support for the double reduction policy is low, which hinders the implementation of the "double reduction" policy.Fourthly, the implementation of the double reduction policy has caused teachers to face difficulties in the design and assessment of homework assignments, the game between traditional and innovative homework assignments, the difficulty in ordering teaching materials for innovative homework assignments, the difficulty in keeping a record of homework assignments, and the difficulty in assessing teachers’ work and students’ learning.According to the above situation and dilemma of homework for primary school students in Hainan Province, this study proposes the following strategies to reduce the homework burden of primary school students in terms of homework assignment, homework design, homework evaluation and homework management: to implement closed-loop management with the policy of "double reduction",to stimulate interest and improve energy with the new curriculum as the benchmark, and to return to education with humanism as the basis. This is a visual and operational approach and pathway to return to the true nature of education based on humanism.
