Since the 80 s of the 20 th century,with the continuous evolution of the knowledge economy and globalization process,there have been two major development trends in higher education worldwide,namely "popularization" and "internationalization".The important variable affecting this process is how to straighten out the relationship between the government and universities.The study of the relationship between the Malaysian government and private higher education stems from two considerations: First,Malaysia is located at an important node of the "21st Century Maritime Silk Road",the country and China not only have a long history of people-to-people exchanges,but also have increasingly frequent exchanges between economy,trade,culture,higher education,and cooperation projects;Second,Malaysia’s private higher education has developed by leaps and bounds since the 90 s of the 20 th century,and its influence in Southeast Asia has become increasingly prominent.Therefore,researching the relationship between private higher education in Malaysia and the government,especially the lessons learned from the government’s policy change from "suppression" to "support" of private higher education,is conducive to promoting the "21st Century Maritime Silk Road" initiative,and is of great practical significance for strengthening exchanges and cooperation between China’s higher education and Southeast Asian countries.This article consists of three parts: Introduction,Main text,and Conclusion.The introduction part mainly explains the reasons for selecting the topic,the definition of core concepts,the purpose and significance of the research,the main content of the research,the research methods and the literature review.The text consists of four chapters,the first of which is the historical evolution of the relationship between government and private higher education.Starting from historical analysis,this paper dynamically sorts out the development and changes of the relationship between the Malaysian government and private higher education,explores the macro background of the legal,administrative and economic relations formed between the two,and reveals the characteristics of each stage.The second part is an analysis of the factors related to the development of the relationship between the Malayan government and private higher education.With the help of the The Triangle of Coordination" theoretical model of American higher education scholar Burton Clark,the essence of the relationship between the Malaysian government and private higher education is revealed from the power game and balance between state power,academic authority and market power.The third part is a case study of the relationship between the Malaysian government and private higher education.Taking Taylor’s University as a case,this paper explores the tortuous course of the relationship between the Malaysian government and private higher education from the perspectives of government intervention in Taylor’s University and market orientation to Taylor’s University.The fourth part explores the main experiences and future prospects derived from the relationship between the Malaysian government and private higher education.Based on the analysis of national policies,economic construction,cultural differences and other factors,this paper puts forward the experience of legal guarantee,government role positioning,market orientation and institution quality assurance system construction in the development of private higher education in Malaysia,and looks forward to the future development direction of the relationship between government and private higher education in Malaysia.The conclusion is an overall understanding of the relationship between the Malaysian government and private higher education.In the development of the relationship between government and private higher education,how to find the balance between the two rights and responsibilities is the key to correctly deal with the relationship between government and private higher education.The Malaysian government has given legal status to private higher education through the continuous enactment of laws and policies,as well as the establishment of a scientific education quality assurance system,there by encouraging continuous innovation and development.On this basis,drawing on the development experience of the relationship between the Malaysian government and private higher education,the following suggestions are put forward to promote the reform and development of private higher education in China: First,establish a sound legal and regulatory system to ensure the legal status of private higher education;Second,advocate a service-oriented government and increase support for private higher education according to national development needs;Third,take the quality assurance system of higher education as the starting point to effectively improve the quality and competitiveness of private higher education;Fourth,broaden financing channels and build higher-level financing mechanisms;Fifth,strengthen the internal governance of private colleges and universities,and improve the governance level of private universities.
