With the development of national physical education,the role of after-school physical education service is increasingly prominent.Winter after-school physical education service is the link of after-school physical education service,but also the weak link of development,and also the key link of school physical education construction.Limited by winter special climate service quality and quantity is obviously insufficient.The winter sports after-school service in Changchun is typical.It is necessary to study its current situation and optimization plan to promote the healthy development of the winter sports after-school service in primary schools.At the same time,based on the practical needs of cultivating students’ all-round development,breaking the barriers of after-school sports service in winter is the meaning of enhancing students’ physical health,mastering special skills,feeling the charm of sports and undertaking the mission of education.Based on the theory of collaborative governance and the theory of public service in education,this study explores the status quo of after-school physical education services in winter primary schools in Changchun by using research methods such as questionnaire survey,literature,interview and typical case,seeking for limiting factors and analyzing the content and mode characteristics of typical cases,aiming to provide inspiration for the subsequent research of this paper.Finally,based on the above paper,a scheme design based on guiding ideology,service objective,service content setting,service organization and implementation,service evaluation,service resources and service scheme is constructed.Based on the investigation of the status quo of elementary school sports after-school service in winter in Changchun,this paper draws the following conclusions:(1)This study found that the current winter after-school PE service in primary schools in Changchun reveals seven types of problems.First: Weakness of teachers,which curbs the quality of school services.Second: Winter sports concerns that constrain student body participation.Third:Insufficient resources in schools,limiting the space for service delivery.Fourth: Single service content inhibits the balanced development of services.Fifth: Lack of service plans hinders the participation of social resources.Sixth: Weak consensus on nurturing people,making it difficult to enhance the service atmosphere.(2)This paper puts forward four major proposals for improving winter primary school PE after-school services in Changchun: strong teachers、home school relay、enjoyment of fun、healthy sports soul and detail control.This is broken down as follows: To strengthen teachers,we need to strengthen the professional training of our teachers,introduce social professionals to participate in the service,and explore the joint development mechanism of university resources;To promote internal and external cooperation,we need to promote home-school cooperation,enhance parental recognition and inject parental strength.;To enjoy the fun,we need to explore the suitable winter sports after-school service projects,make use of the natural conditions in winter to promote interest,and break with the conventional form of sports after-school service participation;The spirit of physical education should be based on improving the physical fitness of students and the mission of nurturing people.
