The Implementation Opinions of the Ministry of Education on the Construction of First-class Undergraduate Courses put forward that it is necessary to "form a first-class undergraduate curriculum system with Chinese characteristics and at the world level,and build a system for cultivating talents of a higher level".Undergraduate education is an important part of the higher education system.It has become an important national policy to promote the high-quality development of higher education by first-class undergraduate construction.Based on this,how to improve the quality of undergraduate education in the new era,so as to promote the high-quality development of higher education,is the focus of the community.This study is divided into seven parts.The first part is the introduction,which clarifies the topic selection reason,research significance and research methods of this research,defines the relevant core concepts of this research,and summarizes the research status of the construction of first-class undergraduate at home and abroad.The second part is the theoretical research of first-class undergraduate construction,respectively from the perspective of good governance theory,competition theory and endogenous growth theory,analyzes the core connotation,main characteristics and important value of first-class undergraduate construction.The third part is the historical retrospection of first-class undergraduate construction.Through the interpretation of national policies and the summary of university practice,it sorts out the initial stage,development stage and deepening stage of first-class undergraduate construction,as well as its nurturing,boosting and accelerating effect on the high-quality development of higher education.The fourth part is the problem analysis,analysis of the construction of first-class undergraduate mechanism obstacles.Specifically for policy incentive mechanism obstacles,resource allocation mechanism obstacles,quality assurance mechanism obstacles.The fifth part is a case analysis.Taking Hong Kong University of Science and Technology as an example,it summarizes the construction road of Hong Kong University of Science and Technology,summarizes the relevant practices in the preparatory period,the start-up period and the development period,and summarizes the successful experience in building a first-class undergraduate.The sixth part is comparative reference.By collecting materials and consulting literature,it studies the methods of the construction of first-class undergraduate programs in the United States,the United Kingdom and Japan,summarizes the basic experience of the construction of first-class undergraduate programs in the United States,the basic characteristics of the construction of first-class undergraduate programs in the United Kingdom and the basic characteristics of the construction of first-class undergraduate programs in Japan,and summarizes the common laws of the construction of first-class undergraduate programs in developed countries.Choose the best and follow them.The seventh part is to promote the high-quality development of higher education: the mechanism innovation path of first-class undergraduate construction,exploring the policy incentive mechanism innovation,resource allocation mechanism innovation,quality guarantee mechanism innovation of first-class undergraduate construction.
