Strategic Research On Pushing Out First-class Undergraduate Education In Local Institutions

The quality of undergraduate education is the lifeline of undergraduate education development.Since the enrollment expansion of higher education in 1999,the number of undergraduate colleges and universities in China has been increasing and the scale has gradually expanded.At the same time,the quality of undergraduate education has been questioned by all sectors of society: the social satisfaction of undergraduate education is low,the quality of students' employment is not high,and the phenomenon of "easy going to university" has become the focus of attention of all sectors of society.In June2018,the National Conference on Undergraduate Education in Colleges and Universities in the New Era was held.This conference is the first National Conference on undergraduate education since the reform and opening-up.The conference proposed that we should adhere to the principle of "taking this as the foundation",promote the "four returns",build a high-level undergraduate education,train high-quality talents,and regard the quality of personnel training as the basic criterion for evaluating the work of schools.?The National Conference on Education held in September of the same year pointed out that we should "persist in taking morality as the fundamental task of education",and put forward new requirements for education to "shape the soul,life and new people".The Guiding Opinions on Accelerating the Construction of "Double-first-class" in Colleges and Universities issued in August clarifies the core position of personnel training,and determines the basic position of first-class undergraduate education in the construction of "double-first-class".The proposal of first-class undergraduate education conforms to the basic law of the development of higher education and is a realistic choice for the development of undergraduate education in China to the present stage.Local colleges and universities are the main part of Chinese universities,and also an important driving force of first-class undergraduate education.Considering the locality of the development orientation of local universities,the specialization of subject setting,the pertinence of personnel training and the particularity of first-class undergraduate education in local universities,this determines that there are special ways for local universities to promote first-class undergraduate education.Starting from the logical starting point of promoting first-class undergraduate education in local colleges and universities,this paper expounds the importance,necessity and feasibility of promoting first-class undergraduate education in local colleges and universities;on the basis of empirical research,it concludes the existing concepts and path selection problems in promoting first-class undergraduate education in local colleges and universities in China;and then,through case analysis of first-class universities at home and abroad,it studies the problems.Finally,from the perspective of University Strategic planning,it puts forward strategic planning and implementation plan for the promotion of first-class undergraduate education in local colleges.
