National “Double First-rate” construction program pointed out a new direction for the development of higher education.According to this construction program,the Ministry of Education proposed reform proposals for colleges and universities to develop“first-class undergraduate education”.It is a cornerstone of “Double First-rate”construction,and became a realistic goal for colleges and universities to deepen the reform.The construction of “first-class undergraduate education” is not easy.It is a organic collection for the purpose of developing “first-class undergraduate education”,including first-class disciplines,majors,programs,campus culture,and internal management systems,etc.In which,the construction of first-class internal management systems is the focus of deepening the reform.In order to guarantee the well-aligned,efficient and systematic development of “first-class undergraduate education”,a corresponding organizational structure and system of protection is established to lay a solid foundation.Foundational teaching organizations are the most basic units of internal management systems in one university.They implement teaching and research functions,and are the most basic organizations for teachers.Every “First-class foundational teaching organization” should have a reasonable and scientific structure,improved and comprehensive functions,as well as efficient and humane management.So that it can promote construction of “first-class undergraduate education” and guarantee the deepen reform of education and teaching from faculty construction,quality of personnel training,and organizational mechanisms.Using the literature analysis method,on one side,the historical evolution of the foundational teaching organization is analyzed;on the other,the general system theory and synergy theory are reviewed.Combined with a questionnaire and interviews,four of the agriculture and forestry universities directly administrated by Ministry of Education are investigated as a case study.The present situation of their foundational teachingorganizations is studied.Regarding the construction of the foundational teaching organizations as an effective way to develop “first-class undergraduate education”,problems of foundational teaching organizations in development and reform process is concluded: disordered structure,vague function,and discrete management.The causes of those problems are actively explored.Useful experiences in the reform of foundational teaching organizations are summarized,such as the experience of teaching groups and informal self-organized teaching organizations.Three proposals are put forward to strengthen concept construction and improve organizational ecosystems;pay attention to functional management and play organizational effectiveness;optimize organizational mechanisms and improve initiative function of organizations.With a perspective of“first-class undergraduate education”,this study provides references for decision-making of the development of foundational teaching organizations.
