With the rapid development of society,it is difficult for a single government department and traditional management methods in the field of social governance to meet the diversified governance needs of grassroots communities,and the solution to this problem requires the participation of multiple social forces and collaborative governance.As a key element in grassroots community governance,community self-organizations play an important role in identifying community problems,calling for residents’ participation,providing community services,and optimizing the community governance system.Therefore,it is extremely important to cultivate community self-organizations that can actively participate in community governance and develop in a sustainable way.As an external professional force,social work can use professional concepts and methods to intervene in the cultivation of community self-organizations and explore effective ways to cultivate community self-organizations.Based on the empowerment theory,this study conducted a five-month in-depth research and service in L community,and applied social work professional theories and methods to empower community self-organizations at individual,organizational,and community levels,so as to cultivate community self-organizations with self-management and service capabilities.The community self-organization is empowered to participate in the governance of the community.In the process of cultivation,social work intervenes in three stages: the preparation stage,the establishment stage and the growth stage of the self-organization.According to the different characteristics and needs of each stage,social work provides guidance and adopts different empowerment strategies to promote the development of community self-organizations.In the preparatory stage of self-organization,social workers emphasize empowerment at the individual level,adopt a needs-based strategy to link the common needs of residents and the community,explore the backbone of residents and enhance their individual awareness;in the establishment stage of self-organization,social workers emphasize empowerment at the individual and organizational levels,adopt the strategy of building a team support network to enhance the ability of group members and group cohesion;in the growth stage of self-organization,social workers In the growth stage of self-organization,social workers focus on empowering the community level,emphasize the mutual promotion of individual,organization and community level,and adopt the strategy of guiding self-organization to actively participate in community public affairs,so that self-organization can call for more residents to cooperate and participate in community governance.In turn,the visibility of the self-organization in the community is enhanced and its sustainable development is promoted.The social work intervention has successfully nurtured a community self-organization called "Fujian Camp Courtyard Helpers",and has achieved certain results at the individual,organizational and community levels.At the individual level,the participation awareness of L community residents was raised,and within the self-organization,the individual awareness and service ability of members were improved.At the organizational level,the team formed a set of rules and regulations,strengthened cohesion,and was able to use its own resources to carry out activities.At the community level,the team was able to actively participate in community public affairs and collaborate with various governance bodies in the community to advocate for community-level policies.Finally,the author reviewed the whole practice process and reflected on the application of empowerment theory by social workers,the professionalism of social work,and the "empowered" state of self-organization.The following conclusions were drawn: First,as self-organizations form and develop,the focus of empowerment is different at each stage.Second,tapping the backbone of the residents and raising the awareness of individuals is the core of the entire empowerment process.Empowerment at the individual level is the starting point of empowerment.Third,the process of empowerment of social workers in assisting self-organization is also the empowerment of individual social workers,social work teams and social work organizations.Fourthly,the self-organization cultivation by social work in the old compound can promote the benign development of the old compound.
