| In recent years,with the further transformation and upgrading of the national industrial structure and the development and progress of rural economy and society,many migrant workers choose to return to their hometowns for employment.With the increasing number of migrant workers returning home,the quality of their employment should be taken seriously.The employment quality of migrant workers returning to their hometowns is affected by the human capital they have.Meanwhile,social support and their own ability are important influencing factors.The employment quality of migrant workers will be theoretically affected if the government provides or subsidizes funds to carry out training related to vocational skills so as to improve the human capital of the labor force.The government attaches great importance to the training of rural labor force,but studies have found that the government-led training of rural labor force in China has a poor effect.Some scholars have also found that taking part in skills training organized by the government can improve the job satisfaction of migrant workers,but it does not significantly affect their job stability.Based on this,this paper mainly answers three questions :(1)under the background of the national economic restructuring and upgrading and the implementation of the rural revitalization strategy,how about the employment quality of migrant workers after returning home?(2)does government vocational skill training have an impact on improving the employment quality of migrant workers returning home?(3)what is the impact on the employment quality of migrant workers returning home from different genders,different generations,different types of employment and different regions?This article uses China Labor-force Dynamic Survey(CLDS)data in 2016,first of all,from the labor remuneration,working conditions,social security,career development,job autonomy,job satisfaction,six dimensions selected 12 indicators to build a migrant employment quality index system,to obtain a returning migrant workers individual employment quality index,analyzes the specific situation of the returning migrant workers employment quality,government vocational skills training and further system analysis on the quality of the returning migrant workers employment and existing heterogeneity,to guide the improve the quality of employment of migrant and improve the system for vocational skills training to provide decision-making basis.Through the research,it is found that the overall employment quality of migrant workers returning to their hometowns in China is low,and some of them have extremely poor employment quality.From different dimensions,the overall income level of migrant workers returning home is low;Poor working conditions and inadequate labor rights and interests protection;Low level of education,low level of skills and lack of training opportunities.However,there are still some problems in China’s government vocational skill training,such as lack of training funds,insufficient training publicity and coverage,single training course methods,divorced from practical application,and lack of integration of training resources.From the perspective of the effectiveness of government vocational skill training,it is proved by regression that government vocational skill training has a significant positive effect on the employment quality of migrant workers returning home,with an effect of 8.4%.In other words,the employment quality of migrant workers returning home can be improved by participating in government vocational skill training.At the same time,age,years of education,health status and number of close friends all have a positive impact on the employment quality of migrant workers returning to their hometown-in addition,the employment quality of migrant workers returning to their hometown-in off-farm production is lower than that of agricultural production,and the employment quality of migrant workers returning to their hometown-in central China is lower than that of other regions.In the heterogeneity analysis,it was found that the government vocational skill training had a positive and significant influence on the employment quality of male migrant workers returning home,but not on the employment quality of female migrant workers returning home.The influence on the employment quality index of the new generation of migrant workers returning to their hometowns is positive and significant,among which the influence on the old generation returning to their hometowns is higher than that on the new generation returning to their hometowns.The influence on the employment quality index of returning migrant workers engaged in agricultural production and non-agricultural production was also positive and significant,among which the influence on the employment quality of returning migrant workers engaged in agricultural production was higher than that on non-agricultural production.The influence on the employment quality index of returning migrant workers in the west and central regions was also significantly positive,while the influence on the employment quality of returning migrant workers in the east was not significant.Therefore,government vocational skill training can effectively improve the employment quality of migrant workers returning home,and the government should strengthen the implementation of relevant policies on vocational skill training. |
