| The balanced development of compulsory education is a basic project to ensure education fairness and implement the strategy of strengthening the country through talents,and it is an important measure to promote the modernization of education and the integrated development of urban and rural areas.As our country enters a new stage of development,there is a higher demand for the balanced development of compulsory education.The "China Education Modernization2035" issued by the Central Committee of the Communist Party of China and the State Council clearly stated that "on the basis of realizing the basic balance of compulsory education in the county,we should further promote the high-quality balance." Moving from the basic balance to the high-quality balance is a strategic change in the development model of compulsory education.It is an important symbol that China’s compulsory education has entered a new stage of development.Based on the current situation of high-quality and balanced development of compulsory education in J City,this paper conducts investigation and research through literature research,questionnaire survey,interview and comparative analysis,and finds out the main problems in the process of high-quality and balanced development of compulsory education in J City,including school layout planning Unreasonable,unbalanced investment in education funds,unbalanced infrastructure allocation,and unbalanced teaching staff.Based on the new public management theory,education fairness theory and public product theory,the causes of existing problems were analyzed,and by consulting relevant materials,we learned from Haiyan County,Zhejiang Province to promote the integration of urban and rural education and Wuhan Airport Economic and Technological Development Zone to optimize education.Resource allocation,looking for an effective way to promote the high-quality and balanced development of compulsory education in J City,mainly includes measures in three aspects:strengthening the main responsibility of the government,improving the policy guarantee mechanism,and optimizing the allocation of teachers. |
