The concept of “General High School Students' Comprehensive Quality Evaluation” has a history of more than ten years since it was proposed for the first time in January 2005 in China.However,so far,there are still a lot of problems in the comprehensive quality evaluation of general high school students in our country,such as: imperfect evaluation management system,non-standard evaluation implementation process,loss of evaluation function,inadequate evaluation guarantee etc.This thesis takes the general high school students' comprehensive quality evaluation mechanism as the research object,and definite the concept of general high school students' comprehensive quality evaluation mechanism: The essential elements' structure,function and its internal mechanism of organization,process and methods of general high school students' comprehensive quality evaluation,including organization and management,guidance and training,operation and supervision.The author systematically combed the domestic and foreign high school students' comprehensive quality evaluation of development course,main concrete problems,results and enlightenment,existing vulnerabilities and development trend in future research through literature research method,collect all kinds of comprehensive quality evaluation related research works,papers,newspapers,periodicals,government documents and other related documents;Using historical research method studied the comprehensive quality evaluation mechanism of general high school students in China and abroad;Using survey research method to investigate the current situation and future development trend of comprehensive quality evaluation system of general high school students at home and abroad;Using theoretical research method to analysis the basic thinking of the implementation process of the comprehensive quality evaluation of the general high school students,and trying to build the ordinary high school students' comprehensive quality evaluation framework and application model.The main research content of this study included: The existing research and practice development of general high school students' comprehensive quality evaluation mechanism at home and abroad;The connotation,structure and its theory and practice basis of general high school students' comprehensive quality evaluation mechanism;The establishment of general high school students' comprehensive quality evaluation mechanism;Created application model of general high school students' comprehensive quality evaluation mechanism in order to guide practice.The study hypothesis that building general high school students' comprehensive quality evaluation mechanism conform to practical experience,has sufficient theoretical basis and certain operability can ensure students' comprehensive quality evaluation implement smoothly and effectively.To be specific,the theoretical analysis of connotation and content structure,grooming development history,the construction of evaluation mechanism and application model contribute to improve students' comprehensive quality evaluation theory research,prompt policymakers to attach importance to students' comprehensive quality evaluation mechanism in the process of policy implementation,strengthen the consciousness of students' comprehensive quality evaluation reform policy top-level design.This thesis defines the core concept of high school students,comprehensive quality evaluation,evaluation mechanism,and the mechanism of comprehensive quality evaluation of high school students.On the basis of analyze the development course and status quo of general high school students' comprehensive quality evaluation mechanism at home and abroad,draw on related theory and practice,following the construction principle of comprehensive,developmental,personalization and student-centered,through the analysis of the origin,policy interpretation and the method of expert consultation,the study build the framework of general high school students' comprehensive quality evaluation mechanism that include organization and management,guidance and training,operation and supervision.Based on the three dimensions of the function,main body and mechanism of the organization and management of the high school students' comprehensive quality,the researcher establish the organization and management mechanism of high school students' comprehensive quality evaluation.Based on the three dimensions of the function,elements and mechanism of the guidance and training of the high school students' comprehensive quality,the researcher establish the guidance and training mechanism of high school students' comprehensive quality evaluation.Based on the three dimensions of the function,elements and paradigm of the operation of the high school students' comprehensive quality,the researcher establish the operation mechanism of high school students' comprehensive quality evaluation.Based on the three dimensions of the function,content and mechanism of the supervision of the high school students' comprehensive quality,the researcher establish the supervision mechanism of high school students' comprehensive quality evaluation.Based on the established comprehensive quality evaluation system of high school students,the researcher uses the structure model and the thought model to create the comprehensive quality evaluation mechanism model,the organization and management model,the guidance and training model,the operation model and the supervision model,and puts forward the strategy of the model application.After the construction of the comprehensive quality evaluation mechanism model of high school students,the researcher takes the independent enrollment as the model application case,analyzed the history development,current situation and the problems of the comprehensive quality evaluation of students in the reform process of self-enrollment policy reform,and finally puts forward the perfect path of the students' comprehensive quality evaluation.The systematic research of general high school students' comprehensive quality evaluation mechanism improve the students' comprehensive quality evaluation theory,prompt policymakers to pay more attention to students' comprehensive quality evaluation mechanism in the process of policy implementation,enhance the top-level design consciousness of students' comprehensive quality evaluation reform policy.The deficiency of systematic study of general high school students' comprehensive quality evaluation mechanism is the basis of this study,and this deficiency also contributes to the research and innovation points.Firstly,this study is based on the comprehensive quality evaluation system of ordinary high school students as the main research object.The topic has certain innovation.Secondly,this paper systematically analyzed the research and practice of the comprehensive quality evaluation system of high school students at home and abroad,reveals the development of the comprehensive quality evaluation mechanism of high school students,this point has certain innovation.Thirdly,this study tries to create a framework for general high school students' comprehensive quality evaluation mechanism.Fourthly,this study tries to create the general high school students' comprehensive quality evaluation mechanism model of the application.These research conclusions are innovative.
