Research On The Path Of German Universities Participating In Regional Collaborative Innovation

It has been shown that regional differences are more explanatory of different levels of innovation than differences between nation states.Increasingly,policies to promote innovation are seen as an integral part of regional development,while at the same time,policies to promote innovation are increasingly applied at the regional level.Among these,universities and other higher education institutions play a key role in the regional innovation system.A review of existing research shows that there is a wealth of research on the theory,approaches and mechanisms of regional innovation,which provides a good basis for this study,but the research on the participation of German comprehensive universities in regional collaborative innovation is scarce and macroscopic,with insufficient theoretical relevance,and needs to be further developed.This paper will systematically explore the paths of German comprehensive universities’ participation in regional collaborative innovation,construct a new theoretical analysis framework,analyze advanced cases of German regional innovation,and provide experience for China’s universities to participate in regional collaborative innovation.The article takes German comprehensive universities as the research object,and selects the representative regions and their comprehensive universities in Germany with regional collaborative innovation according to the European Regional Innovation Index and the World University Ranking,namely Berlin-Humboldt University Berlin,Bavaria-Technical University Munich,and Baden-Württemberg-Karlsruhe Institute of Technology.Next,the theories of regional collaborative innovation were sorted out,and the theoretical analysis framework of this paper was constructed based on the existing results,including the analysis chart of regional innovation path based on strategy-knowledge-organization synergy and the auxiliary analysis table.Then,the main part of the paper is developed by using literature research method,comparative research method and case study method.Firstly,the four stages of the historical development of German universities and regions since the Middle Ages are sorted out to lay a good foundation for better understanding the internal logic of their development.The second part analyzes the foundation and realistic conditions for German comprehensive universities to participate in regional collaborative innovation.After that,the three cases are introduced and analyzed in terms of their backgrounds and nine dimensions in three dimensions according to the analytical framework constructed.Finally,based on the detailed analysis of the cases,an in-depth comparative analysis was conducted,and it was found that the regional collaborative innovation of Germany’s leading regional innovation performance is characterized by the commonalities in the strategic synergy level,which emphasizes mobilizing the initiative of the subjects and realizing the complementary and efficient allocation of resources;the knowledge synergy level,which promotes research and technology transformation,strengthens entrepreneurship and human capital;and the organizational synergy level,which realizes organizational resources and financial guarantee and helps Regional Collaborative Innovation.The three cases show different innovation paths according to their respective strengths,with Humboldt University Berlin’s participation in regional collaborative innovation being politically supportive,Technical University of Munich’s economically supportive,and Karlsruhe Institute of Technology’s research supportive.Finally,based on the research results,several suggestions are made on how universities can better participate in regional collaborative innovation,namely,promoting collaborative innovation and forming an innovation atmosphere,strengthening entrepreneurial support and promoting knowledge transformation,and building innovation ecology and network clusters,which are expected to provide references for the construction of regional collaborative innovation and further research in China.
