The report of the 20th National Congress of the Communist Party of China clearly pointed out that it is necessary to promote the coordinated development of China’s regions,deeply implement and implement the coordinated regional development strategy,so as to form a regional economic layout with complementary advantages and high-quality development.Since the Beijing-Tianjin-Hebei coordinated development strategy was elevated to a national development strategy in 2014,the coordinated development of the three places in healthcare,transportation and education has achieved gratifying results.The development of higher education plays a crucial role in regional economic and social development,and the governments of the three places have also made many useful explorations on the coordinated development of higher education in recent years.However,the uneven allocation of higher education resources within the Beijing-TianjinHebei region has always been a difficult problem in deepening the collaborative strategy of higher education.In order to promote the in-depth cooperation between universities in the Beijing-Tianjin-Hebei region and the coordinated development of regional higher education,it is imperative to optimize the overall allocation of higher education resources in the region.Therefore,this paper first describes the distribution of universities in the Beijing-Tianjin-Hebei region and the current situation of higher education human resource input,material resource investment and financial resource input,and concludes that there are currently resources allocation in Beijing-Tianjin-Hebei: first,the distribution of regional universities is uneven;Second,the investment in regional information equipment needs to be strengthened;Third,the investment in scientific research in the Tianjin-Hebei region needs to be further strengthened;Fourth,there is an obvious siphon effect of teacher mobility in Beijing.Secondly,this paper uses the DEABCC model,through reading relevant literature,selects the number of full-time teachers,the total number of full and associate senior teachers as human resource input indicators,selects the general public budget education funds,scientific research funds and R&D investment intensity per student as financial resource input indicators,selects the number of collection maps and fixed asset values as material input indicators,takes the equivalent number of graduates as talent training output,and the number of scientific research projects,published scientific papers and monographs as scientific research output indicators.The resource allocation efficiency of higher education in Beijing-TianjinHebei from 2011 to 2020 was measured.The results show that the comprehensive technical efficiency of allocation efficiency in Beijing has been 1 in ten years,while the comprehensive technical efficiency of Tianjin and Hebei Province in ten years is not 1 in most years,and the pure technical efficiency and scale efficiency of Tianjin and Hebei Province are further analyzed according to the 2020 data.Thirdly,by reading literature,consulting relevant documents and combining the actual situation of Beijing-TianjinHebei,this paper argues that the reasons for the inefficient allocation of higher education resources in Beijing-Tianjin-Hebei are: first,the lack of organization and the lack of overall planning of higher education resources;Second,the economy is weak and the financial resources of higher education are insufficient;Third,there are barriers,and the awareness of cooperation and sharing between universities is insufficient;Fourth,there is a lack of incentives,and the public service capacity of the three places is very different.Finally,by summarizing the experience of higher education resource sharing in the coordinated development of higher education in the United States,the Bologna Process in Europe,the Tsukuba Science City in Japan and the Yangtze River Delta region in China,this paper puts forward the following countermeasures and suggestions for optimizing the allocation of higher education resources in the Beijing-Tianjin-Hebei region: First,establish relevant organizations to provide institutional guarantees;Second,based on the characteristics of local development,promote the flow of higher education resources;The third is to condense the Beijing-Tianjin-Hebei ideological consensus and deepen the alliance of universities;The fourth is to base on the construction of Xiong’an New Area and optimize the allocation of higher education resources.
