In recent years,natural disasters have occurred in different provinces of China,causing huge losses to people’s lives,not only damaging the living environment,but also causing physical and psychological damage to villagers and seriously disrupting their normal rhythm of life.After the disasters,social workers and government staffs face a series of problems such as disaster rescue and post-disaster reconstruction together with the villagers.With the deepening of social workers’ practice,the study of disaster social work has been intensified.This study takes the active participation of social workers in the post-disaster reconstruction of rural communities after the 2021 Henan flood as a background to study the participation of villagers in the process of post-disaster reconstruction,and tries to answer the question of how to mobilize villagers’ participation to ultimately achieve the goal of post-disaster reconstruction in order to facilitate the recovery of normal life of villagers and the restructuring and reconstruction of communities after the disaster.This paper is guided by the empowerment theory,combined with the "food-for-work" post-disaster reconstruction project carried out in response to the flooding in Henan Province,and uses community social work methods to mobilize villagers to participate in the reconstruction and coordinate and integrate multiple resources,so as to ultimately enhance the resilience of villagers and complete the post-disaster reconstruction work in the community.As a social worker involved in the relief and reconstruction work of the affected communities,the author analyzes the situation of social workers cooperating with government workers in the "food-for-work" project,and uses the professional methods and skills of social workers to achieve the purpose of enhancing the awareness and ability of villagers to participate in the community.Using the empowerment theory as the framework for analysis of the project,the author has three findings: at the individual level,villagers should be encouraged to participate and their psychological empowerment should be promoted;at the interpersonal level,villagers should be assisted to hold a villagers’ council to discuss the project implementation plan;at the social level,the government and social workers should work together with multiple resources to promote the empowerment of public opinion.In this paper,we observe the participation of villagers in the disaster relief project while participating in the relief work to bring practical services to the victims,and review the relevant literature to summarize the implementation of the post-disaster reconstruction project,connecting various resources,and empowering the villagers.The study found that,based on the empowerment theory,social workers can fully utilize the advantages of connecting resources,efficiently use social resources,and avoid wasting redundant resources by using the "people-oriented" value concept and professional methods to intervene in the post-disaster reconstruction work;meanwhile,in the process of practice,social workers clarify their roles of intervention and explore the goals and strategies of intervention.In the process of practice,social workers clarified their intervention roles,explored the intervention paths and programs by formulating intervention goals and strategies,and used the professional methods of villagers’ council and empowerment for villagers to effectively mobilize villagers’ participation,which effectively improved residents’ ability and awareness of participation and was accepted and recognized by villagers;the whole process was based on the work mechanism of rescue and reconstruction with villagers as the main focus,and combined with previous social work experience in disasters to explore the current The whole process is based on the work mechanism of rescue and reconstruction,and the basic path and method of the "food-for-work" reconstruction project are explored in conjunction with the previous social work experience in disasters.While verifying the applicability of applying empowerment theory to solve the post-disaster villagers’ participation problem,this study provides general implications for the future development of disaster social work involving post-disaster relief and mobilization of villagers’ participation.However,there are still many problems in China’s social work in disaster relief,which need to be improved and tested in future practical work.
