| The rise and fall of a nation depends on education.Education is the engine of social progress,is the cornerstone of national revitalization.As an effective way to realize educational equity,the optimal allocation of educational resources plays a pivotal role in the process of promoting the development of education.Since the 18th CPC,the Party and the state have always put the development of education in a priority position,and introduced a series of policies and systems to promote the balanced allocation of educational resources,in order to achieve the goal of educational equity.However,with the deepening of education reform,the establishment of public primary and secondary schools teachers faces many problems,such as the lack of total amount and structural lack,which lead to the unreasonable match and layout of educational resources,which affects the process of promoting educational fairness,and to some extent,hinders the advance of our country from the education power to the education power.How to strengthen the management of teacher establishment and optimize the allocation of teacher establishment resources is an urgent problem to be solved by the current government.This paper systematically expounds the research background,purpose and significance of optimal allocation of teachers’ staffing resources in public primary and secondary schools,and on this basis defines the concepts of "staffing","institutional staffing standards","educational resources allocation" and so on.Based on the theory of public goods and fine management,this paper evaluates the management of public primary and secondary school teachers.This paper selects public primary and secondary school teacher staffing management in Z District of D City as the research object,uses the interview method to conduct interviews and research on different subjects in the process of teacher staffing management,summarizes and puts forward many problems existing in the decision-making,organization and implementation,evaluation,supervision and inspection of public primary and secondary school teacher staffing management in Z district of D City.On this basis,the causes of resource imbalance are analyzed from the perspectives of institutional staffing departments,education departments,schools and staff,and finally 11 countermeasures and suggestions are put forward from four levels.This paper by county public management to optimize the preparation of primary and secondary school teachers as the breakthrough point,to explore areas of basic education teachers prepare the feasibility of the optimal allocation of resources,the public primary and secondary school teachers to scientific configuration,enriching the formulation of regulation and the use of a certain theoretical significance,at the same time for the public primary and secondary school teachers prepare the configuration and provides a solution to the problems existing in the management practice.,of course,due to the geographical location,culture,history and policy conditions,in different parts of the public primary and secondary school teachers prepare the problems existing in the management of and the causes of the problem is not the same,to research and analyze specific region,will inevitably exist some limitations,have put forward some countermeasures and Suggestions are applicable to other areas,needs further research. |
